np HERE are, ;ih everyone knows, three, Iioiihcs lit Siilem
the Upper House, the Lower IIouhq iind the Third House. The
Third House is also known ns lhe Lobby, mid it is, ull in all, tho most
uctive House in the legislative confines.
Tliu Third House is not made up entirely of boodlers, prafters
and pinasters. There are many splendid citizens in its ranks, citi
zens of character, standing and sincerity of purpose. But they all
huvc one characteristic in common. They ull have some special in
terest to serve, sonic particular axe to grind. None of them repre
sent the state ut large, nunc of them represent tho people.
As a result tho legislators, who do represent tho people, arc con
tinually subjected to pressure from the lobbyists who don't. Consc
(iliently the atmosphere at Salem is bound to be lop-sided. Only the
exceptional legislator can see things with perfect clarity, only the in
dividual' who thoroughly understands1 the' character of the Third
House, and has evolved certain insulatioft against it, can as a member
of either of the other two houses maintain a proper perspective.
ESBWf ' "
The ideal tiling would be to have a Fourth House, an organiza
tion of supermen, who like Congressman Hawlcy, have "no interest
to serve but the public interest, who would be on the job day and
night, not trying to secure this selfish advantage or that, escape this
obligation or that, but trying simply and conscientiously to serve
the people.
Hnt such an ideal senms impossible of attainment. So the next
best thing would be for the people of Oregon, as a wholo to take more
interest in the proceedings lit Salem. If they want something write
to their representatives, if they don't want something else, write
their objections.
In oUier words establish a line of communication between the
people of tho stale and their representatives. Under present condi
tions, the legislators receive communications only from those who
for one reason or another are self-intorcsted. The people as a whole
remain aloof and do their cursing when the mischief has been done.
"We venture to say the average representative would appreciate noth
ing more than a large bag of mail every day from his constituents.
An active and confirmed letter writing habit, would assist the legis
lators, benefit tho letter writers, and immcasurcably advance the
cause of good government in the state.

To the editor:
When I wrote tho article In refer
ence to game affairs, appearing in
The Medford Tribune some days ngo.
I had no thought of stirring up tho
anlmuls. Tho statements I imido can
not bo successfully controverted by
any one. None of niy remarks could
even remotely be construed us per
sonal. It wob therefore, with some
mild surprise that I read in tho tjat
urduy Tribune a rather rambling, but
violently venomous attack on mo by
that peerless sportsman F. Itoy Davis.
I suppose by all tho rules of tho
game I should hnvo been consider
ably ruffled and Irritated by this
night attack from tho rear,: but 1
wasn't.' On the contrary I was de
lighted. I look upon It us a God
send, a special dispensation of provi
dence, for It means that the banquet
hall on tho evening of February 3
will bo packed to the doors. Think
of the possibilities gentlemen! Imug
ino the thrills that may bo in store
for you. A wonderful thing will be
enacted before your very eyes,
.Something that could not happen any
otner pluco In the world but in your
own beloved America. Men of all
political nnd religious beliefs will be
there.. Democrats, repubieanu, so
cialists, and an occnslonul bolshevik.
Ku Klux will rub friendly elbows with
Knights of Columbus, Jew and Gen
tile will exchange huppy smiles, In
fidel and churchman will bury their
beliefs and dlsbollcfs, in a genorous
tribute to the governor of our- groat
state. And think of It! The only
discordant note to be struck will be
by tho sulky chnirmun of tho demor
eratlc county central committee In an
effort to destroy tho harmony und
good feeling at a banquet given by
tho JuckBon County Game Protective
association, in honor of a democratic
governor.. . . .

THE YOUNG YEAR.
THE new year's young and tender, and is indorsed by folk of
every age and gender, who have observed its smoke; the old
year hit the eeiling; tho new ono is revealing all kinds of charms,
appealing to every human bloke. New brooms arc always sweep
ing with promptness and disputeh; new wigs are more in keep
ing than is tho worn out thatch ; new shoes are neat nnd shin
ing yet sometimes I'm repining for thoso with shabby lining
and heels that didn't mateh. New nutos, gay and active, sup
plant the tiniQ worn ears; new wives are thought attractive by
sundry movie .stars; new vows and new divorces, new ponies on
the courses, new drinks from bootleg sources, new liny in cheap
cigars. Alas, but tiige is flying, and now things soon arc old,
and brass wo arc descrying in goods we thought were gold; new
trinkets oft Hpem gaudy, all beauties they embody, but soon wo
see they're shoddy, and then our feet grow cpld. Hut let us not
bo gloomy, let no sad words be sprung by prophets hoar and
rheumy who long ago were young; it is thu dotard's failing to
spend his days in wailing, all modern things assailing, with blud
geon fiercely swung. The year is bright and chipper, the year so
fresh and new, I pledge it in a dipper of Volstead's sparkling
jbrew; the new year class is showing, -.its .'sunny smiles bestowing,
and may it, in its going, bring only good to you.
