Doc Smith, sen ator from Grants Phbh Id having a fight with Itcprc.Hcntatlve Fletcher, chulrman of tlie house ways and means over the salary of a joint clerk. Doo says K'O per day for a clerk is tni. niueh. Fletcher suvh it Isn't, and thev havo comnromlHcd 'on hiring two clerks, one for tho senate at J7.G and ono for tho houno at mak Inir ft tri-nn,l filial of 27.50. Thus tho merry fight for economy proceeds. Fights usually end mui way for they are expensive things. And ltefurn this HCKHion ends ttlO bill for legislative pugilism promises to Do a staggering one. . For a more combative legislature never aHsembled. .Tho entlro mem liership Is on udgo roady to wade In at tho drop of the imt. Thq opening round of ihe senato, when Joseph tore Into Jay Upton was not a mere personal matter, a fortuitous assault as It were. K was u proper prelude to what is certain to follow. 3t struck tho session's key note. There is going to bo niorc gore spilled ver bally at least, the next five week! thaft ever before in tho history of tho state. Scrapping Is In the air. Which means that as far as the legislative bll Is concerned, there will be precious little economy. Taxes are bound to be reduced ns far as a legislature can reduco them, but the process of reduction is certain to be an expensive ono. Thero will bo many more Incidents liko the Smith Fletcher enibroglio, where neither idei:will bock down,, and "the total expenso bill will go up. . As before Indicated tho senato Is in much bettor shape for accomplish ing something than the house. What ever may bo said against President Union. and sufficient wns said, slnco tho OHsuult ho has behaved liko a good sport. Ho hit back at Joseph a bll by malting him chairman of the cominitteo on federal relations, but for this ho could hardly bo blamed, and toward tho Eddy camp, ho has, in tho main, ehown consideration and generosity. Of course, thero is a very practical reason for this. the oppo sition in the senate is a very formid able opposition, it not only contains some of tho ablest men In tho upper house, but a chango of one vote means n deadlock and a chango of two votes menns control. Open war fare on the sennte minority, there fore, would invito complete disaster so thero may be nothing nngellc In Upton's conciliatory policy, but merely shrewd political sense Tho senate is sincere In Its pur pose to nehleve consolidation. For tho past six years, consolidation moas" ures have appenred In- the sessions, but they have all succumbed to state houso opposition, to tho onslaught of interested office holders. This year the offlco holders are under a heavy handicap. Hut this does .not mean that the Hall consolidation plan will neeeSRiuily become a law. It is full of air holes as any such hastily drawn measuro is bound to bo. And the ice is too thin in both bouses to expect anyone to pass them up. Instead of going too far, howovor, tho Hall bill, In tho opinion of tho experts ' hero, doesn't go far enough. It in effect, merely extends the scope of tho board of control. It gives the governor addod power, hut it doesn't glvo him solo power. Responsibility will still bo divided between the governor, tho secretary of stato and state treasurer, which will mean log rolling and tho old-time prnctlco of pnssing tho buck. Moreover, thero is very littlo reduction In actual admin istrative expense. Tho governor should", In any genu ine consolidation plan, looking toward a commission form of state govern ment shoulder entlro responsibility. Ho should bo the . keystone of the arch and Bland or fall with It He should hnvo no one to blame fori failuro and no ono to share the glory t of succesB. That is tho ijuslness-llko' plan. Tho only thing to commend tho 'Hall measuro Is that it Is a step in tho right direction. If It passes, essen tially as It stands, tho real friends of a more efficient stato government, will hnve only one consolation, half a loaf Is better than none. All the old time lobbyists nre back ori the job. The fish lobby, tho tint-1 her lobby, the Warren Construction ! company lobby, the Portland Light and Power lobby. The only dlffor enoo one can note in tho past four years Is that the lobbyists aro fatter. The1 idea aeems to be that the more a lifnn resembles a hippopotamus the' better lobbyist he becomes. At least i one of them looks exactly like a blood sweating behemoth walking on two legs nnd pufl'ing n fat cigar. When he talks and winks his eyes, ones first RipplingRhiiK&s Wslt FAME TI1KKK nro mnny kinds of fnmo, more than I enn well set down ; you enn iluy 'most, any piimo, nnd achieve n wide renown; if you do your stunt no well tlint you make your rivals yell, you will surely riiij,' the hell, you will wear tho victor's crown, i mn known in mnny states for my verses rich and rare, which are shipped in handsome crates to consumers everywhere; hut the reputation won urindiiiR sonnets hy the ton, seems, when all is said and done, hardly worth tho wear and tear. Hut I have a local fame that has filletl my lueast with pride; not a mer chant, man .or dame, sends nie lulls Hint are denied; when the month's accounts are due I send forth a loud hurroo, and write checks of pink or blue rtill all claims are satisfied. If you have a talent bright, or a trick that's rather neat, nnd you work it day and 11 iixlit till you land in Kasy street, yon are lucky that's allowed; Imt you shouldn't lie too proud; you're no better than the crowd tiat you daily, hourly meet. Hut if you pursue your way with the virtues of our dads, honest as the liht of day, pay inn creditors their scads; if a sacred thins: 's your word, you will rise above the herd; men will say you arc a bird, and they'll r'ivc you priceless ads. in wonder When the houso adjourned yester day until Monday, ono venerable man In tho gallery, aroso with difficulty, adjusted his cane and then remarked to no one In particular. "Three dol lars a day! If I didn't do more work than these people I wouldn't ask for three cents! There has been little doing tho past wook but opening with prayer, and closing with ouracB, curses from the gallery who have come to be enter tained and nfter that first explosion in tho senate, expected to be. Yet It should bo remembered that legislators aro moro or less like bank clerks. They have easy hours, as far us tho public is concerned, but when tho curtains aro pulled . down, they don't quit work. Members of the moro Important committees will nil bo busy until Monday, nnd. so will the clerks and tho printing office. Thore is, of course, much wasted effort and unnecessary delay. Hut at least a portion of it, is under tho present system, inevitable. Miss Wilson, formerly stenographer for Judge C M. Thomas, Is now, act ing In that capacity for Sonntoj' F.ddy of Itoschui'g. Sho expects to secure a permanent position in the stato house. Mr. and Mrs. G. I,, ltuhrmnnn of Medford are In Port land, so are Dr. nnd Mrs. Emmons, and George Collins. They report good wonthqr when , they left Medford. dt hns ralnod continually -up here. SALEM. Jan. 11. Will these called Yellow ticket maehino in tho house pinkc the grade? Or will it get into tno uitcn and give way to another machine before tho session is half over? Veteran observers of the present session are inclined to predict the K. K. Kubli organization will crum ble beforo the critical period is reached tor the simplo roason that anti-Catholicism is the .only thing, to keep it together. Hut tho religious Issue is not tho big 1ssuo of this session. Irrigation, highways, an incomo tax, a severance tax on timber, and consolidation are tho big issues. And the men who know the most about these things, nnd aro most experienced in political management, aro not in the K. K. K. organization, men liko Kay, Gordon, Jlui-dick and Carkln,. for example - Therefore, It seems likely that only on tho measures involving the Catho lic church, tho nnti-gnrb hill; the penitentiary chaplain bill, froo text books, etc., etc will tho yollow ma chine lilt on all six cylinders. And when it fails to bit, of course, it will be ditched, for there uro always plenty of hands ready to throw over un organization when It falls to deliver tho goods. The state legislature Is far wiser than any of its members. Thero is In the mass a composite intelligence superior to any individual intclli gence. Which Is fortunate this year, when In tho house particularly there aro so many new and inexperienced members. Tako an Incident this morning, for example. Ono of tho bills Governor Olcott vetoed at tho special session enmo over from tho senato where It was passed. It referred to a change in tho Inheritance tax, a minor change desired by Senntor McNary. Tom Kay moved that tho measure bo considered Immediately, ns It was a very simple matter, could bo easily explained, and Hliould bo passed. Tho organization objected and moved tho bill bo referred to the proper committco and reported back in lino with regular procedure. On a vote, tho organization won, which was right. For although the matter was plain to Mr. Kay, who had learn ed all about it at a previous session, It wns not so plain to tho new mem bers, and tho practlco of voting on a measuro ono does not thoroughly understand Is a bad one. Hut then a member of tho organi zation moved that the bill bo re printed. Both Carkln and Kay ob jected to this and pointed out that printing costs money and in, tho in terest of economy a simplo 'measure and nn old one should not be ro piinted. On a vote, tho organization was beaten two to ono. Hlght again, showing, wo repeat, that tho legisla ture Is wiser than any of Its members. Speaking of contrasts thero nro two members of tho senate who sit close together, who aro training en close together, who are by training, environment nnd outlook ns far apart as the poles. One is Henry Ladd Cor liett, from Multnomah; the other Peter Zimmerman from Ynmhlll. Corbett is the wealthiest man In tho Mason impulse is to bo lost marvellous, marvellous! senate, ono of the wealthiest in Ore gon. Zimmerman la an ox-black-smlth and a struggling dirt farmer, not wealthy at all. They aro about the same age, both have rosy com plexions, both are very much in ear nest, both take themselves rather se riously, which senators should do. Zimmerman, however, belongs to the Xon-Partlsan League, the only mem ber In either house. Corbett belongs to tho orthodox Republican wlnp of the a. O. P. These two young men demonstrato how truly representa tive tho legislature is, every strata of society having a voico on every roll call. It is easy to curso out the leg islature, and yot it would be difficult to provo that when tho legislature speaks, It does not speak tor the people of Oregon, as a whole. Is the screen attraction now delighting huge audiences at The Page. ' John Barrymore's Sherlock Holmes is even more human; divested of the human voice in Its picture appeal. Mr. Barrymore has. striven and succeeded admirably In humanizing the emi nent detective and giving him a com pelling and appealing reason for his relentless pursuit of the master mind of London's criminal world. The action was all taken where the picture was laid, in the old sections of London; Baker Street, the house to which the world has beaten a track; Llmehouse and St. John's College, Cambridge; and the mountains of Switzerland. The supporting cast includes such notables as Carol Dempster, Reginald Denny and Anders Rndolf. ' At the Rlalto. "The Woman's Side," Katherine MacDonald's newest starring vehicle, which is to be shown here three days beginning tomorrows matinee at the Hialto Theatre, is among the best pic tures ihe "American Heauty'' has yet appeared In. Those who have watcfihed Miss Mac Donald's stea,dy climb up the cinema ladder are now not only convinced that she is the most beautiful woman pf the screen, but one of the most tnl--i better than Its predecessor, and in each vehicle the star's acting ability nnd natural grace hnve been improved more and more. Her latest story is intensely dram atic with a well-defined thread of sus pense and lightened with clever bits of comedy. It Is a picture that will en tertain the old following of the beau tiful Katherine and add new admirers to her train. ' ' Closes Tonight Abounding In action, fights, angles, and with enough shots being fired to do justice to the most melodramatic western "thriller," "The Face in the Fog", is the current feature attraction at the Rlalto theatre, which closes to night Lionel Barrymore is the tinder scored player.
