ing something than the house. What
ever may bo said against President

a good sport. Ho hit back at Joseph
a bll by malting him chairman of the
cominitteo on federal relations, but
for this ho could hardly bo blamed,
and toward tho Eddy camp, ho has,
in tho main, ehown consideration and
generosity. Of course, thero is a very
practical reason for this. the oppo
sition in the senate is a very formid
able opposition, it not only contains
some of tho ablest men In tho upper
house, but a chango of one vote
means n deadlock and a chango of
two votes menns control. Open war
fare on the sennte minority, there
fore, would invito complete disaster
so thero may be nothing nngellc In
Upton's conciliatory policy, but
merely shrewd political sense
Tho senate is sincere In Its pur
pose to nehleve consolidation. For
tho past six years, consolidation moas"
ures have appenred In- the sessions,
but they have all succumbed to state
houso opposition, to tho onslaught
of interested office holders. This year
the offlco holders are under a heavy
handicap. Hut this does .not mean
that the Hall consolidation plan will
neeeSRiuily become a law. It is full
of air holes as any such hastily drawn
measuro is bound to bo. And the ice
is too thin in both bouses to expect
anyone to pass them up.
Instead of going too far, howovor,
tho Hall bill, In tho opinion of tho
experts ' hero, doesn't go far enough.
It in effect, merely extends the scope
of tho board of control. It gives the
governor addod power, hut it doesn't
glvo him solo power. Responsibility
will still bo divided between the
governor, tho secretary of stato and
state treasurer, which will mean log
rolling and tho old-time prnctlco of
pnssing tho buck. Moreover, thero is
very littlo reduction In actual admin
istrative expense.
Tho governor should", In any genu
ine consolidation plan, looking toward
a commission form of state govern
ment shoulder entlro responsibility.
Ho should bo the . keystone of the
arch and Bland or fall with It He
should hnvo no one to blame fori
failuro and no ono to share the glory t
of succesB. That is tho ijuslness-llko'
plan. Tho only thing to commend tho
'Hall measuro Is that it Is a step in tho
right direction. If It passes, essen
tially as It stands, tho real friends of
a more efficient stato government,
will hnve only one consolation, half a
loaf Is better than none.

Veteran observers of the present
session are inclined to predict the
K. K. Kubli organization will crum
ble beforo the critical period is
reached tor the simplo roason that
anti-Catholicism is the .only thing, to
keep it together.
Hut tho religious Issue is not tho
big 1ssuo of this session. Irrigation,
highways, an incomo tax, a severance
tax on timber, and consolidation are
tho big issues. And the men who
know the most about these things,
nnd aro most experienced in political
management, aro not in the K. K. K.
organization, men liko Kay, Gordon,
Jlui-dick and Carkln,. for example -
Therefore, It seems likely that only
on tho measures involving the Catho
lic church, tho nnti-gnrb hill; the
penitentiary chaplain bill, froo text
books, etc., etc will tho yollow ma
chine lilt on all six cylinders.
And when it fails to bit, of course,
it will be ditched, for there uro
always plenty of hands ready to
throw over un organization when It
falls to deliver tho goods.
The state legislature Is far wiser
than any of its members. Thero is
In the mass a composite intelligence
superior to any individual intclli
gence. Which Is fortunate this year,
when In tho house particularly there
aro so many new and inexperienced
members.
Tako an Incident this morning, for
example. Ono of tho bills Governor
Olcott vetoed at tho special session
enmo over from tho senato where It
was passed. It referred to a change
in tho Inheritance tax, a minor change
desired by Senntor McNary.
Tom Kay moved that tho measure
bo considered Immediately, ns It was
a very simple matter, could bo easily
explained, and Hliould bo passed.
Tho organization objected and
moved tho bill bo referred to the
proper committco and reported back
in lino with regular procedure. On
a vote, tho organization won, which
was right. For although the matter
was plain to Mr. Kay, who had learn
ed all about it at a previous session,
It wns not so plain to tho new mem
bers, and tho practlco of voting on
a measuro ono does not thoroughly
understand Is a bad one.
Hut then a member of tho organi
zation moved that the bill bo re
printed. Both Carkln and Kay ob
jected to this and pointed out that
printing costs money and in, tho in
terest of economy a simplo 'measure
and nn old one should not be ro
piinted. On a vote, tho organization was
beaten two to ono. Hlght again,
showing, wo repeat, that tho legisla
ture Is wiser than any of Its members.
Speaking of contrasts thero nro
two members of tho senate who sit
close together, who aro training en
close together, who are by training,
environment nnd outlook ns far apart
as the poles. One is Henry Ladd Cor
liett, from Multnomah; the other
Peter Zimmerman from Ynmhlll.

gon. Zimmerman la an ox-black-smlth
and a struggling dirt farmer,
not wealthy at all. They aro about
the same age, both have rosy com

riously, which senators should do.
Zimmerman, however, belongs to the
Xon-Partlsan League, the only mem
ber In either house. Corbett belongs
to tho orthodox Republican wlnp of
the a. O. P. These two young men
demonstrato how truly representa
tive tho legislature is, every strata
of society having a voico on every roll
call. It is easy to curso out the leg
islature, and yot it would be difficult
to provo that when tho legislature
speaks, It does not speak tor the
people of Oregon, as a whole.
