As leader of t lie American Federation of Labor, lie must oppose any effort to curtail organized labor's exercise of au tocratic power, or be thrown out of office 'by his own followers. Nevertheless (Jumpers is opposing any effort to secure a work ins; arraiifieincnt between labor and capital, which will protect the American people from such disasters us the present railroad strike threatened, is serving organized labor an ill turn. For nothing is more certain, than that organized labor needs a more liberal and un sjlfish spirit, if it is to survive. True a different spirit is needed on the other side, but popular feeling toward organized labor is such, that the initiative must be taken by the forces which Gompcrs represents. As usual, the federation leader has a great deal to say about wage slavery. Under tho President's program he maintains railroad workers will have to go to work whether they feel like it or not, which "allows the probability of enforcing labor on everyone, whether wage workers or not." Of course, this is all tommy rot and Mr. Gompcrs knows it. A compulsory labor law in certain districts might be a good thing, but it is an impossible thing. No law can make a man work, ,no law can prevent a man from not working. All that President Harding asked was that, ns far as the railroads are concerned, disputes between capital and labor be decided not by labor or capital, but by a court, in which both factions and the public would be represented. Then he asked that if labor refused to abide by a decision of that court, and called a strike in protest, the gov ernment bo allowed to run the railroads with labor that was wiling to work, and that protection to such workers be'legally provided. . There is no more reason to assume the decisions of such a court would be unfair to labor than to capital, would be any less proper, than the decisions of the Interstate Commerce commission, or any court of law. For in the last analysis public opinion is the deciding factor in rll controversies of this kind, and a labor court would be as power less to defy public opinion as any other court in the country today. The president's contention was essentially sound. Some such ar rangement ns he proposes must be secured, if industrial chaos is to be avoided. In this controversy the president represents the people and Jlr. Gompcrs in our judgment, merely represents the radical Kelf-interested wing of organized labor..
