The regent , to the ( throne summoned today the elder statesmen fori a consultation on the subject of a successor to Premier Takahnshi, who with' his cabinet resigned early this morning.' premier Takahashl did not recom mend his successor. Word was re ceived that Marquis Suionjl, former premier and an elder statesman, was 111 ;and would be unable to attend the conclave. The statement was given out that the ' cabinet's resignation was not based on political issues, much less on the ministry policy, but was due entirely to a divergence on the ques tion of the reconstruction of the cab inet Itself. Tokugoro Nakahashi, minister of education and Hajime Motoda, minis ter of communications, have been ex celled from the Sol Yultai, the govern ment party, which holds them respon sible for the downfall of the cabinet. The two ministers refused to resign when requested to by the premier who had been empowered by the Sei Yukai to re-organize the cabinet ns he saw tit... Net income after the usual gross de ductions aggregated $30,1)18,778. a net decrease of $1,451,4!)', representing a loss of 4.53 per cent from returns of 1920. Total railway operating expenses of $212,572,263 were less by $29,541,527, a saving of 12.20 per cent. The bodies of four men. drowned last Friday when they al tempted to cross the river at the Cle Klum pipe line crossing, have not been recovered.
