Advice to young men: If the color of her eyes and the number on her auto license tag start sticking in your memory it's time to watch your step. It would simplify matters for the short-term-marriage-aud-divoree addicts if marriage licenses could be allowed to lapse and expire like other licenses. ;Why Crime Is Rampant in U. S. A. Len Carpenter has returned from where he was, to where he is. after -a I here. long period, polntsfr -r- and ' three exclamation These serious outbreaks of crime have been too easily ascribed to the lawlessness growing out of the war. But there are more homicides of record in New York In a year than in the whole of Great Ujltain. In btir glarie 'and . highway; robberies the comparison is just as little to our credit, while minor crime flourishes, as might be expected, on the demon strated inability of the ioliee to deal effectively with major crime. Why is not war lawlessness equally destruc tive in London? It is because etlie law there is en forced in a way it is not enforced There he arrested criminal is The human eye and ear were stuck on the human topknot for use at rail road crossings, as well as elsewhere. A train cannot get out or the way so an autolst must. An engine has two rails to run on ,and can not duck up the county road in an emergency. Con tests between Tin Lizzie and Iron Horse, always result fatally' for the former. . ' Efforts to keep the Irish from shoot ing gospel into each other with sa wed off shotguns is progressing slowly ow ing to the unwillingness of both sides to accept anything that seems sensible. Hairy Manning executed 4 songs at the D. Antle shrine of the silver sheet last eve, and acquitted himself, as usual. rarely admitted to bail, never released in the hands of professional bonds men nor, upon conviction, released upon suspended sentence. His trial is quick. In the majority of .cases he is serving his sentence within les3 than a week of the commission of the crime. He is allowed an appeal but is not released on bail pending that ap peal. The appeal is heard promptly and only on proved misdirection of the Judge, or a verdict not Justified by the evidence, is the appeal sustained. Per mission to appeal on technicalities is not given. Man for man tho London police are not more intelligent than those of New York. But they are incomparably bet ter led. Humanitarians and sentimen talists, anxious to deprive imprison ment of its terrors, say that mitigation of the severe punishments of a cen tury ago was responsible for the do-j crease in English crime. The institu tion of the metropolitan police by Sir Robert Peel, in the first half of the last century, was the real agent in checking crime. People did not hesi tate to take the risk of banging when all they had to fear was the superan nuated watchman in the street or the Bow street "runner," often a criminal himself, or at least what our police call a "stool pigeon." Our criminals do not hesitate to take; chances with the odds five to one against conviction. Every criminal! anywhere is a gambler. In England; he knows that there are actual odds on conviction and he takes fewer chances. It all goes back to the administration of the law. We cannot check the crime wave until we have radically re formed the enforcement of law. We cannot as a nation afford to take the chances we are taking now. Wall Bt. Journal. ON TAKING ONE'S SELF IN A SERIOUS MANNER . , ' (Chico Enterprise) A man Is lucky who has for friends A sort of irreverent crowd ! Who make gay ijportof his aims and - ends ' Of which he is over-proud; Though on occasions he may object : To some of their ribald mirth. Their irrepressible disrespect : Is keeping his feet on earth! There's many a chap who ought to tread The pathways that lead to fame, Who'8 hundicapped by a swollen head , Because of some small acclaim; And much too often his chance Is wrecked Decuuso, when ho seeks renown. He lacks good comrades whose disre spect Might whittle his ego down! A certain amount of fulsome praise And flattery has its charm, But to hoar naught else as you go your ways Is certain to lead to harm; So, though the laurels you may collect Rest pleasantly cm your crown, , Dou't shun your comrades whose' dis respect " ' ' Is keeping your ego down! GUNS. o II, THE SHOOTINGS every day ! Some one's always being shot, and the dead are borne away to the shady churchyard lot. Some arc shot for fifteen cents, some are stricken down for fun; the most frivolous of gents may with ease acquire a gun. There arc laws forbidding this, there are laws forbidding that; but no law forbids the bliss of the tough who'd pack a gat. lie may have a murder face, he may have, a record bail, but he seeks the busy place where revolvers may be had ; and if he can show the mon, foolish questions arc not plied; he may bear away his gun, ripe for carefree homicide. Shooting, shootings all the time, voters killed, with no excuse; anil the carnival of crime still is ramping, raging loose. If you'd buy a dish of beer, a pre scription you must gain, from some learned physician near, who has found you have a pain. If you'd buy a poison dire to de plete the rodent swarms, then the druggist will require that you sign some drastic forms. But if you "desire a gat, with man slaughter in your mind, there'll be no ordeal like that, no ob structions will you find.
