have been too easily ascribed to the
lawlessness growing out of the war.
But there are more homicides of
record in New York In a year than in
the whole of Great Ujltain. In btir

Our criminals do not hesitate to take;
chances with the odds five to one
against conviction. Every criminal!
anywhere is a gambler. In England;
he knows that there are actual odds on
conviction and he takes fewer chances.
It all goes back to the administration
of the law. We cannot check the
crime wave until we have radically re
formed the enforcement of law. We
cannot as a nation afford to take the

has found you have a pain. If you'd buy a poison dire to de
plete the rodent swarms, then the druggist will require that you
sign some drastic forms. But if you "desire a gat, with man
slaughter in your mind, there'll be no ordeal like that, no ob
structions will you find.
