He has been in no haste to make formal announcement, but it Is understood that he has been prepar ing his platform and will be ready to make a public statement at an early date. Having seen his boom hanging fire for several months, Mayor Gates de clared yesterday that he is going to settle the matter'oue way or another before he leaves for home. There lb to he a big sportsmen's gathering in Medford Tuesday, and if "Pop' Gates is to be a candidate he wants to gel whatever benefit may accrue from the meeting, for it will give the sportsmen a chance to gei behind a favorite son. Speaker Bean, by the way, will net be far off when the Medford meeting is held. In fact Mr..Uean is heading now for Grants Pas, Ashland and Medford and has speaking dates at those cities. Mr. Jones discussed his possible candidacy freely while in Portland but did not put himself in or out of the race. And for the fur ther reason that a number of these cases have not been brought to trial and any comments by this jury might have its effect on public opinion which would be nnjpst. In this investigation, tho grand jury has endeavored to know no man, ' give every man bis due, whitewash-j ing no one. Wo concur in the bollef of tho county court that Prosecuting Attor-I ney Moore should have good out side help in ' prosecuting the bank cases and the liquor cases. The grand jury also believes that the county court did the right thing when they took vigorous and contin uous action to suppress the vice and liquor ring. The screens recommended for the jail have not been installed. This may appear of minor Importance If it Is not known that the jailor's life is constantly endangered under the present conditions which permit dan gerous weapons to be thrown Into the jail from both sides of it. Tbo ex pense involved is from one hundred to two hundred dollars, the saving of which endangers the jailor's life and aids jail breaking. The personal property taxes of 1920 have come in much better than heretofore, ten per cent more hav ing been paid before becoming; delin quent than UK'ial. This is due to the new system inaugurated by Assessor Coleman, The old long delinquent unsecured personal lax Is coming in slowly, a very considerable sum having been collected. There will bn considerable Ions here, through neglect for so many years. A number of tile great est offenders aro not paying yot wait ing, presumably, for a court decision as to their liability. This Jury bas Investigated com plaints against the sheriff's conduct of bis office In the apprehension of crime. But Oregon, now building more highway pavement than any other state of equal population, is learning. Neighboring states and the nation point the way to paving value and satisfaction by a constantly increasing use of CONCRETE. Pacific Coast records for 1921 show 65 per cent CONCRETE; 35 Jier cent for all other types, divided as ollows: Road program of California, 75 per cent CONCRETE; of Oregon, 25 per cent CONCRETE; Washington, 100 per cent CONCRETE. Cities of California used 48 percent CONCRETE; of Oregon, 51 per cent, and Washington 79 per cent CONCRETE, as against tall other types of pavement combined.
