Lumber manufacturers of Idaho, Western Montana and Reastern Oregon "have organized and conducted the Western Pine Manufacturers' association for the primary purpose of agreeing on the price of their lumber," the fed eral trade commission declared to day in submitting to congress the fourth of a series cf reports dealing with the lumber Industry. The activities of the association In advancing prices by concerted ic- tlon were contemporaneous with i steadily rising prh'e level between 1913 and 1920, the report asserted, adding that in periods of depression, members of the association acted In concert to regulate production so as to maintain prices. The association has an organiza tion In Montana which fixes prices wlthlni that state, the commission also charged and "there has been ac tive co-operaticn between the West ern Pine Manufacturers' association and the West Coast Lumberman's as sociation with the purpose and ef fect cf harmonious action on prices and production."
