Mr. Thomas has been a factor, in the development of the Talent district, as well as of other southern Oregon , irrigation projects, and was quite.elated at the action of the late legislature in passing over the governor' veto the bill which will pre vent the holding up of districts for rights of way for dams and canals. The new bill permits the districts to file bonds to cover damages, When immedi ate possession of the right of way re quired can be obtained, thus prevent ing a single selfish interest from de laying the work upon an entire project.
