ECRKT sessions for the Disarmament Conlcrense sound incred
ible. The reason given for secret sessions, sounds more incredible
According to Mark Sullivan, there promises to be little more pub
licity at Washington than there was at Paris, and the reason given is
that the foreign delegates do not want publicity ! An explanation,
apparently inspired, is to the effect, that the diplomats of Kurnpe and
the Far East are not accustomed to American methods of publicity, and
it would be discourteous for the United States, as host, to force pub
licity upon them.
Mark Sullivan must know what lie is talking about, but it is hard
to-believe that the Disarmament Conference will fall into the trap that
virtually wrecked the Paris conference, and do this on the flimsy
ground of diplomatic etiquette. !
The best possible reason for insisting upon "open covenants openly
arrived at is the opposition ot okl-tashKmed diplomacy. I he only
hope lor attaining real results irom tho Washington conlerence, is to
sweep the slate clean of the red tape and moth-eaten traditions of
Europe and work out the problems in the free air of American De
mocracy.
This docs not mean throwing the doors of the conference open to
the public on all occasions. It docs not means complete absence of sc
i recy. Jiut it does mean, that the deliberations of the conference
should be at least as open as the deliberations of congress; that com
mittee work may be done behind closed doors, but before auy import
ant decision is reached, the basis of such decision, should be first
given to the world.
Only with some such program, can there be any assurance, that
the interests of the people, will be protected, and the cause of peace
advanced at the coming conference.
If Ihe people fully realized the importance of open air, as opposed
to the eiosed-door diplomacy, there would lie such an outcry at the
above announcement, that u repetition of the Paris disaster would be
impossible. Hut unfortunately the people as a whole, are indifferent
and quiescent.
The only hope seems to be that the administration will awaken to
the necessity of publicity before it is too late, not only for the good
of the world, but for the good of the Republican parly, for if this
conference is a fizzle, the Republican party in 1!)121 wjll be faced with
a condition, very similar to the condition faced by the Democratic
party in .1020.

49 of Jackson Countv, Stale of Oregon, that a SCHOOL MEETING of said
district will be held at High School Building on the 23rd day of .November,
