" Jlcports from Wash ingloii indicate such a measure will pass. Probably only one man in America could give a reason why this measure should not pass. That man is ex-l'resident Wilson. On August 24. 1912 the Panama Canal Act was passi'd exempting vessels' encased in coastwise trade from tolls, the exemption effect ing only United Slates ships, for only such ships may engagx- in coast wise trade. On March o, l'Jl-1. President AVrlson delivered a special address In congress in which he requested the repeal of this act. President Wilson pave no explicit reasons, lie dwell in reueralilies. Hut they were strong generalities, as the following conclusion of the ad tiress shows : "Wi? ouh'lit to revel-He our action without mining Ibc (iuchUou whether we are rlKht or wrong. As far as we lenow, just what the matters of greater delicacy and nearer consequence were, has never been announced, but apparently congress now believes they no longer exist. W'c own the canal. It w.ih our money that built it. We have the right to charge tolts for its use. These tolls must he the same to everyone: but when we are dealing with our own ships, tlio prac tice of many governments of subsidizing their own merchant ves sels is so well established that a subsidy equal to tolls, an equivalent remission of tolls can not be held to bo discrimination in the use of the canal. The practice in the iwx canal makes this (dear." Following tho lesson It. (1. King, missionary of tlio American Sunday School Union, rend a loiter from Kev. V. 11. Smith of southern Mississippi, telling or tho splendid work ho Is doing among his own (Negro) people in tho south. Hev. Smith is a missionary nt the American Sunday School Union nud is supported by tho American Union Sunday Schools ot the Upper Const District (Oregon, Washington and Idaho). A very nice offering was taken for this southern missionary work. At tho noon hour the white linen was spread on the green gruss be neath the great oak tree and was soon loaded with good things to cat. All enjoyed this part of the day's program as the'y not only partook of tho gtsal things hut became better acquainted with those who are doing n liko work In other neighborhoods. In Iho afternoon the people enjoyed some congregational singing, led by Mrs. ti. K. Zimmerman of Sains Valley, after which Hev. Phelps, pastor ot the Methodist church of Talent, spoke on the iuiMrtanee of the Sunday school, especially cniphasi.ing the importance ot the rural Sunday school, as the large iereent of the leadership of America comes from the rural district, and ir we would have the future lea dership Christian, the rural communi ties must not be neglected. Kev. Lawrence, pastor of the Pros byloilun church of .Medford. then gave an Impressive senuou oil "The Straight and Narrow Way," at tho closo of which several stood up ex pressing their dosiro to bo Christians.
