THE PANAMA CANM tolls questions comes to tint fore iigain.
Yesterday the remission of tolls for V. S. ships iu cutt.stwise
trade was approved by the senate committee. " Jlcports from Wash
ingloii indicate such a measure will pass.
Probably only one man in America could give a reason why this
measure should not pass. That man is ex-l'resident Wilson.
On August 24. 1912 the Panama Canal Act was passi'd exempting
vessels' encased in coastwise trade from tolls, the exemption effect
ing only United Slates ships, for only such ships may engagx- in coast
wise trade.
On March o, l'Jl-1. President AVrlson delivered a special address
In congress in which he requested the repeal of this act. President
Wilson pave no explicit reasons, lie dwell in reueralilies. Hut
they were strong generalities, as the following conclusion of the ad
tiress shows :
"Wi? ouh'lit to revel-He our action without mining Ibc (iuchUou
whether we are rlKht or wrong. I ask this of you lu sup
port of Ihi? foreign policy of .lie administration. 1 shall not know
how to deal with other matters if even greater delicacy and nearer
eonsenuenee, if you do not grant It to me in ungrudging measure."
As far as we lenow, just what the matters of greater delicacy and
nearer consequence were, has never been announced, but apparently
congress now believes they no longer exist. In this belief congress re
turns to the situation in December, 19J1, when in his annual mes
sage, President Tuft said :
"f am confident the L'nlted t-'tatcB lias the power to relieve from
tlio payment of tolls any part of our shipping that Congress deems
wise. W'c own the canal. It w.ih our money that built it. We have
the right to charge tolts for its use. These tolls must he the same
to everyone: but when we are dealing with our own ships, tlio prac
tice of many governments of subsidizing their own merchant ves
sels is so well established that a subsidy equal to tolls, an equivalent
remission of tolls can not be held to bo discrimination in the use of
the canal. The practice in the iwx canal makes this (dear."
In oilier words President Tal't held that tin; llay-Paunceforte
I rent y, referred to equal treatment by the United States of all for
eign vessels but did not refer to United States vessels.
A majority of international lawyers have agreed with President
Tal't, but the point raised by President Wilson still raises a doubt in
(he minds of many people, and this doubt will probably remain, until
it is known whether or not President Wilson's objections were found
ed upon an impractical altruism or upon an enlightened statesman
ship, involving questions of permanent, importance.

LETHE
OKIj'KT the symptoms of disease o'er which you're prone to
cry alack, those signs of slringhalt iu your knees, and hints
:f cricks along your back; forgetting all such things as these,
you'll be surprised how high you stack. For brooding over ail
ments dire may bring them to you, all iu line; far better hear
the woodland choir, or catch a fish where streamlets shine; far
better buy a whalebone lyre, mid turn out madrigals like mine.
And talking of your divers ills is surely bound to make them
worse; forget the doctor and his pills, the undertaker and his
hearse, and walk along the sunlit hills,, and eluiut n glad anil
grateful verse. He to the greatest age survives who doesn't let
the briny pour, who romps and gambols with his wives, and
shows his head is never sore; and if you talk of itch and hives,
you only make yourself a bore. No dismal talkers are required
in this, our mortal caravan; no lamentations are desired, no pro
grams on the graveyard plan; forget the themes that make men
tired, and be a sunbeam if you can.. Forget the grief of yesterday,
forget the ache you had last night ; when people would be blithe
and gny, the lonesome beefer is a fright; be juyful, and when
dusk is gray, the boys will cry, ' (iood scout!. Sleep tight!"

There are often lovely shells and
fairy fans of coral along tho water

and castaway vegetables and rotten

sodden ancient rugs and decaying

follows tho title up and down, day

lolling along the water line.
Peace? lint there la no peace for

Swim and along In tho deeps, out
