In one of its stands, the American Federation of Labor, must be wrong. To render any law passed by congress supreme, assumes that congress can do no wrong; and yet the annual report is teeming with statements convicting congress of wrong doing. The cause of this mental confusion is plain. Organized labor would abolish the Supreme Court when its decisions are not to organized labor's interests; and it would change the membership of congress, whenever the actions of that body are not to labor's interests. In other words, organized lahor is supremely selfish, no more selfish than organized capital, but selfish nevertheless. Whatever tdvanccs the cause of labor it considers right, whatever injures the cause it considers wrong. The welfare of the country as a whole, (juestioiis of constitutional validity, etc., are summarily brushed aside when labor's self-interest is considered. Obviously this temper must change before any material advance in our industrial situation can be attained. For both capital ami labor there must be some concessions made to principles of abstract justice, some allowances for what is best less of any special class, before the foundation for constructive bet terment, can be erected. The elements of this foundation lie in the Supreme Court. As far as any organization of human beings can be removed from self-in-lerest, from the ebb and flow of prejudice and passion, such an organ ization is found in the highest tribunal of the land. Remove that re strictive force on congress, and chaos would be in the offing. More over, with public sentiment as it is today, no clement in society would suffer as severely as labor. Leave the Supreme Court alone, that is the best advice for both lahor and capital. Fur when that goes, Ihe very foundations of the republic are threatened. RipplingRhijmGS -m SELF-PRAISE. SAN FRANCISCO, June 13 A place where life meana nouting to i:ie light skinned, curly-hnired but not kinky headed, docile, lazy natives, and where great wealth Is something that is never stolen. "The natives of the little Island of Yap are a care-free people, and it is safe to say they do not know of Ihe international controversy being raged Boarding House Pleases Everybody The ambitious country girl who goes to tho great, wicked city to earn her living, and finds there bad, naugh ty men who are willing, nay, anxious to pay all her bills, Is no novelty to the screen. But tho kind of girl that little Miss Constance Ulnney portrays In "39 East", which came to the screen of tho Page theater yesterday is a novelty, nnd the plot development Is novel, too, for this particular heroine did not go wrong, hut plugged nloug doggedly, even after her purse was empty, her room rent overdue, and her courage fast oozing away. No finer characterization of Amer ican girlhood has ever been shown than that which Miss Blnney gives in the role of Penelope Penn, plucky, sedate, and Independent little Yankee, as real and convincing as "Jo" in "Little Women," the sort of girl one wishes all American girls would be. Miss Binney created this delightful rolo two years ago in the stage produc tion, which ran for an entire season in New York, and for another whole sea son in Cleveland, Chicago and Boston, so the young star had a long familiar ity with the role to bring to tho screen production. Reginald Denny tins the male lead, and with that exception the stage cast has been used In the screen version, so Hint the photoplay is an adequate sequel to the stage success. At the Rialto Allah praise tho playwright who first originated "cavemen!" Supposed ly tho one typo that can win any woman, actually the one cure for a jaded drama of no especial merit otherwise, the caveman has his uses. Hut no one before has bothered to show us the whyfor, the psychology of It, how he became a cavenuin, nnd so forth. That is what Jacques Jac card has dono in "Honor Hound," the picture in which Frank Mayo is star ring at Ihe Rialto theatre. Frank Mayo hns an extremely strong role as the hero of "The Throwback," and he seems to make tho most of It. From his work in this picture It is evident that he is a "he-man" star of the first quality, and withal, one who is handsome enough to pleuso Ihe matinee maids. Spain held It until after the Spanish war, when It wus sold to Ger many for approximately three and one quarter million dollars. When Japan entered the World War on the Bide of the entente, England, nnd France agreed to give Japan all the Qerman Islands in the North Pacific In the event of Germany's defeat. Tho United States was not a part of this alliance and did not know it even existed. "The Yap question today is merely one of cable rights. The trouble which has arisen is that Japan has grounded the cable at Yap which connects with Guam. The commercial cable between the United States and the Orient, after leaving Guam, connects at Manila, but covers some very dangerous territory, because the line at several points is more than four miles under water, anil the currents are not always satisfac tory for the transmission of messages. There Is n cable between Yap and Shanghai which was laid by Germany in 1905 and now controlled by Japan. The situation now Is that when the cable between Guam and Manila Is out of commission messages havo to be held until traffic on the Manila cable is restored. If Japan would allow the Yap cable to operate, messages could be relayed to Yap from Guam and then direct to Shanghai.
