The war may not have been fought to make the world safe for democracy, but it is the war which is largely responsible for this awakening of the democratic spirit within Japan. And the growth of this spirit within Japan is the best possible insurance against serious trouble, between this country anil Japan. There are undoubtedly elements in Japan who want war and arc preparing for it.
