DEMOCRACY IN JAPAN.

There was u linie, not so liisiny years iijro, when the autocnir'y of
Japan exceeded the autocracy of Oeniiany under the monarchy. Free
speech was relentlessly suppressed, criticism of the (:overnment was
regarded as treason, ami almost never indulged in.
Today, aeeordinjr to the jiress reports, the most active party in
Japan is the opposition party, and sweeping condemnation of the gov
ernment, Inttcr attacks on the powerful militarists, are a matter of
daily occurrence.
Viscount Kato. former Japanese minister of foreign affairs, yes
terday delivered a scathing indictment against the government for its
Yap policy. In the face of the recent increased appropriation for the
navy, he came out uncompromisingly, for a reduction in armaments.
.Manpiis Oltunia, a recognized power in Japan, has recently been
leading an attack on the militarists. In a formal statement he declar
ed Japan had '"no designs on the Philippines" and his stand was
backed up by (Into, Maisui, Ilanihari anil other leading statesmen.
Condemnation of the demands made upon China by Japan during
the war htm recently been expressed publicly on a number of occasions.
The liberal peace party is said to be gaining in strength by leaps and
bounds.
All of which is interesting and reassuring. The war may not have
been fought to make the world safe for democracy, but it is the war
which is largely responsible for this awakening of the democratic
spirit within Japan. And the growth of this spirit within Japan is the
best possible insurance against serious trouble, between this country
anil Japan.
There are undoubtedly elements in Japan who want war and arc
preparing for it. Hut the people in Japan don't want war, and as
long as tht! people have leaders to express their opinions, the greatest
obstacle to war lies within Japan herself.
