r "ETOTIT MEDFOKH SHE' TKTBTTXE, MFJFOT?T5, OFEGOX. MATlCn 30. -I92f CONSIDER RECALL DEVILS LAKE, N. D., Mar. 30. Whether or not to hold a recall elec tion ugnliiBt several state officials with Non-Partisan league endorse ments, including Governor Lynn J. Krazler and whether to initiate a num ber of laws which would effect the Btatc owned properties, will be decided by the convention of anti-non-uartl- sane, which will open a two-day ses sion hero this afternoon. Sentiment among delegates arriving early seem ed to be divided on the question of a recall In June or later in the year, probably early in the fall. "Realization during the last few weeks that North Dukota will be un nblo to finance the planting of a crop this spring because bankers of the twin cities and the east refuse to han dle North Dakota paper under present conditions. Is swinging sentiment in favor of a recall,'' according to E. L. Klchter of the Independent Voters as sociation, which isopposed to the Non-I'artlsan league. One proposed SQBtttutlonaI amend ment, Illchter saiilwould make the bonds of the Hank of North Dakota the direct obligations of the state, rather than of the various individual state-owned industries as at present. Such a change, he added, probably would meet objections of buukurs to bonds now being offered for sale. Rene Viviaui, former premier of France, who arrived here last night on an of ficial visit of courtesy to President liurding, presented his credentials as envoy extraordinary to Secretary ughes today at the state department. Accompanied by Ambassador Jusser and, the envoy spent more than an hour in conference with Mr. Hughes. While having the rank of special am bassador, il. Vivian! is not visiting the United States as a guest of the nation as he was in 1917. This accounted, it was sad, for the fact that no official notice was taken of his arrival Utst night. Tho same striking difference be tween this and his war-time visit to Washington was noticeable when the envoy dropped Into his hotel barber Bhop early in the day for a shave. He wuk alone and no one recognized him, so ho wailed his turn for a vacant chair, answering the call of "next:' promptly despite his unfamillarlt.v with the English language. Government Aroused ' VIKNNA. Mar. 30. (By Associated Press.) The Austrian government is taking every possible precaution to prevent former Emperor Charles from re-entering the country from Sleina manger, west Hungary, where he is reported to have taken refuge. It is rumored, however, thut semi-official statements that Charles is at Steina manger are intended as a cloak to cover the fact that he already is cn route to Switzerland. . Armed guards from various organi zations have been stationed along the frontier to Intercept the former em peror should he attempt to recross into Austria. The armories of the association of 'former officers are un der heavy guard to prevent the re moval of arms and the homes of all generals in the old Imperial army are under police surveillance. It is reported a large number of officers of the old army are huiryhig In groups to towns adjacent to Stelna manger. Little Entente Ready ' ! There appears to have been some confusion In the first dispatches as to the timo of the ex-ruler's arrival in Austria and his subsequent movements. It now ap pears he crossed Austria Friday night and entered Hungary Saturday. West Hungary Is cut off from com munication with "Vienna and dis patches from Budapest give the only news of what Is transpiring in Steina manger.
