TT VKKV few (liivs some one is hurt or killed by an automobile in Jaeksou county. There are wild outbursts of indignation for perhaps 24 hours, then everything is calm until the next accident. How long is this tragic farce to continue? Nine out of ten of the accidents arc due to violations of the speeding law, and yet, as far as the public is aware, there is no serious effort on the part of the authorities to enforce the law. As we have previously maintained a speed cop without n speed onietcr eitiier on a machine or a motorcycle, to establish evidence of excessive speed, is rendered ineffective at the outset. A capable clop ut.v sheriff, we are informed is available, he should be properly equip ped for the work at hand, and be placed upon a patrol of the Pacific Highway at once. The plea of economy, under present circumstances, is based upon the indefensible theory that life is cheap. As long as the speed fiend is allowed immunity, no person's life is secure. Penny lectures do no good. The only cure for the speed maniac is punishment, and the only way to secure punishment is to enforce the law. Lansing, probably more than any oilier one American, with the possible exception of Colonel House, was within the cjrele of sacro sanct isolation and insulation, with which the former president sur rounded himself. A democrat, second in command at Paris, a man of judicial and amiable temperament, there is justification for the be lief, Hint even tho final break did not impair his fair and impartial judgment. That there is nothing new, no fresh light shed upon the Wilson enigma, in I he Lansing estimate, is the strongest evidence that the old, anil what somu people have believed to have been, partizan ap praisal, was after all, the correct one. Here is Langsing's summing up of why Mr. Wilson failed : First, tho Iobh of bis Hiiptirlor position by inllnmtu personal In turcourKu with tho Europwin statesmen, which could liavo boon avoided if ho had rcimiined in tho United States, or if ho had de clined to sit ns n delegate at Paris. .Second, his evident luck of experience as n negotiator and his failure to systematlzo tho work of tho American commission and to fornmlalo a program. Third, his secluxivenesB and apparent determination to conduct almost every phase of the negotiations and to decido every question alone and Independently. Konith, his willingness to arrange all settlements behind closed doors with tlie three other beads of states present nt tho eonforencc. I'll tn, tils unavoidable lack of knowledge of tho details of aomo of the simple as well as tho Intricato problems to bo solved. .Sixth, bis Insistence on tho adoption of tho covenant of tho League of Nations, as drafted, and tho overcoming or opposition by concessions to national aspirations, tho Justice of which was at least disputable. Seventh, bis loss of initiative in tho formation of tho provisions of the treaties. Eighth, bis apparent abandon meet of tho smaller nations and ills tacit denial of the equality of nations by consenting to tho crea tion of an oligarchy by tbo lireat Powers at tho conference and in a modified form in the covenant. And, ninth, tho impression, which greatly increased after his re turn to the United States In March, that the American people were not In a unit In support of bis alms as to a Lengllo of Nations, dis closed by the report made to the peace conference. Hut there is no denial of (he high purposes of the president, and the writer explicitly .stales, .(hat by securing a League of Nations, President AVilson not only achieved his main purpose, hut is entitled to u place second only to M. Cleinciieeiiu, among the statesmen who directed affairs at Paris. RipplingRhqmGs Wslt Mason HOME BREW. MY NKKiJIKOR Ulilzen took sonic hops and herbs and roots and barks, and brewed a pail of sparkling slops, to ban ish cure and carks; and then he sipped some forty drops, with eloquent remarks. "There is no reason why a hick should suffer and be dry; I his brew of mine is pretty slick, it beats the stuff you buy; it has the pep, it has the kick, the potency of rye." lie look another forty drops, lirectly from the pail, then uttered sundry, warlike yawps and made me shrink and quail, and tried to whip the village cops, who bore him off to jail. The home brow artists have no luck, this mail and i -iy year; through straws or garden hose they suck their nectar, amber clear, and then they're loaded on a truck and jailed for half a year. Thcv never seem to put across the graft they've framed so well; a bowl or two they blithely toss, ami arch their necks and yell, and then they're seen, a total loss, in some punk prison cell. And, having seen' what ills befall the home brew sports this year, 1 do not fill my flagons tall with stuff that looks like beer, but to the hydrant bv the wall my steps sanely steer.
