TlfK more one studies this Japanese question, the more convinced one becomes, that firm and decisive action is imperative. This doesn 't mean hysteria, or sabre rattliiiK or race hatred ; it docs mean a direct, formal notice that Uncle Sam wants no more Japanese to settle in this country, and that the peaceful penetration of this alien laee must stop. This is a national question, but unless the Pacific coast states stand together and uphold California, it will never be considered a national question. For the Pacific coast is the only region of the coun try immediately threatened. It is the only section that understands. There is no possibility of the country at large comprehending the Jap anese problem unless the states effected wake them up with just such legislation as is now proposed at Salem. If the alien land bill fails now, it will be regarded not as a con cession to Washington' but an admission by the people of this state that Oregon wants the Japanese, that the yellow peril talk is merely the ill-digested yap of a few political agitators in California. This will mean more straddling and buck-passing at Washington, and the xtreme aggravation of a danger, rather than its peaceful dissolution. - There is a great deal of talk about offending Jnpa;:. There is no ground for offense. The pacific coast states merely ask the right to io what Japan has always done. There is not a right denied a Japa icse citizen in the proposed legislation, that is not denied an American citizen in Japan. Moreover, the proposed legislation is not a reflection upon Japan as an inferior race. Quite the contrary. The measure, is a frank admission that the Japanese are economically a superior race, that with his standard of living and psychological attainments, the aver age Japanese can not only out trade his white American competitor, but can force him to go bankrupt and move out. ...; . And the American docs not want to move out. That's the whole question in a nutshell. That and the racial iounuatiou 91 it, that the Japanese can never become an American. Superior thrift and industry should be no ground for discrimi nation in a Democracy, lint just in the proportion that Japanese colonization increases this country ceases to be a democracy. For the yellow strain, admirable as it may be, will not mix with the white strain, and a nation divided against itself can not stand. It is not a simple problem. The Pacific coast slates can't have their cake and cat it. The legislation proposed may throw some Japanese trade from Portland to Seattle, just as it has. thrown trade from San Francisco to Portland. But when anyone maintains the business men oL Calitornia aro asleep, they have a job of proof before them. No, California realizes the price that Seattle must eventually pay, just as California knows the price that Hawaii has paid, and She docs not in tend to pay it. According to reliable authority, if not another Japanese immigrant arrives in Hawaii, the natural increase of the population there now, will place Japan in commercial, social and political control in another generation. In lnany districts of California today, the Japanese out number the whites nearly two to one. And they remain Japanese, an alien and a non-assimiliable cle ment, in a country where homogeniety is becoming more and more imperative. The time for Oregon to attack this problem is now, and if far-sighted statesmanship prevails, Washington will eventually join Oregon ami Calilorma, m demanding that the yellow race go else where.
