To those who attended the lunch eon today it was made plain that the chamber of commerce is not a pro moting scheme hy ail outside agency, but that it was actually conceived in the minds of the directors of the local organization who realize that if Med ford is to keep abreast of the times, and hold her prestige with other rap idly growing cities on tho I'ueific coast, she must not sleep on her rights. It will he an organization for community service in which each and every person tak ing out an active membership will be entitled to equal voting privileges with all other members in the con duct of Its affairs. The plans and preparations Inci dental to the first threo weeks of education and preparedness work in the campaign were explained by Air. (llieen, and also the program for the Intensive week that will conclude tho first part of the American City Bur eau's service. Following the recruit ing or the membership and the rais ing of tho budget fund, tho bureau will send an installation crew to Medford to install a modern, scien tific system which will take care of every Utile detail of the office work, even down to rorms of stationery that have been found most convenient and satisfactory in such work. The installation crew will remain here lour weeks, und then for a period of three years the bureau will lend its best supervision and advice to tho af fairs of the local organization. The j bureau will not in any way attempt to dictate tho policies of the chamber I but will hold IlKcir In readiness al all times to give advice when called upon to do so. The research division of the American City Bureau will be at the disposal of the Medford organi zation, and during the term of its contract the local secretary will be accorded free tuition at the summer school for commercial secretaries of the United States. The school con tinues thru two weeks, and this year will be held at Madison, Wis. Kuril Membt'i' Votes Under the plan of conducting tho chamber, after this reorganization work has been completed, the mem bers will hold a meeting and elect a new bourd of directors which in turn will select officers for the ensuing year. All of the old officers and di rectors will resign, altho there will be nothing to present their being re tained in the event the majority of the members so desire. The rfevenuo to be derived from membership dues will bo used in de fraying the general expenses inciden tal to maintaining offices, the salar ies of the executive secretary and his stuff or assistants, activities of com mittees, meetings and. other inciden tals. Tho revenue that will be raised for tho working fund or budget will bo for the expansion and special activ ities that the chamber iH desirous of doing for Medford thru a program of work. The formulating of such a program is done thru a very simple process: Two (mentions are submit ted to the membership: (a) What do you expect the or ganization to do for the promotion of your own iiue of business or ac tivity? (b) What, In your opinion as a citizen, is the thing of first Impor tance to he done for the community as a whole? WJien tho answers to these ques tions are discussed in group meet ings, analyzed and arranged under suitable headings, the organization has a program of work that is the substance of the best thinking that the entire membership, for c lie time, can offer. No More (.roping in Dark With such a program of work the officers are not compelled to grope about blindly In an effort to accom plish something. The chamber Is Im mediately placed in a position to serve tho membership efficiently in stead of disappointing it. And the result will be seen in the better pay ment of membership dues. Committee service, under such a plan, becomes scientific. The replies to the two questions discloso hn names of members who are interested in the various planks of the program of work. Men who want to see a pro ject carried thru are appointed oa a committee to undertake the task.
