(join to the I'ljone Company The phone franchise' ordinance which has been hanging fire for sev eral months will not be passed for two weeks more, altho the Home company's ten year franchise expired last November. Altho the council and company officials have practical ly agreed on the terms of this fran chise the ordinance was not passed last night as expected, because Dr. Keene wunted two more weeks to study its previsions and wanted each councilman to have a copy before him when It came time to vote on its passagfe. Jlence the ordinance was only given Its second reading. Material changes have been made in the ordinance since It was given its first reading when it provided that the company must pay three per cent of its gross annual receipts into the city.
