Another inioortiint feature of tlio council meeting was the coun cil votinsr to invest $15,000 in the new Victory bond issue and $5,000 in one of the former Jjbcrtv bond In Mr. Cnrkin's retirement the'' council loses one of its ablest und hardest workine menilers, and eins in his place one of the city's best known business men whose selection meets with cenerat approval. Mr. Hill is very' familiar with citv af fairs and took hold as a citv official at Inst night's meetinir like an old timer. He will take Mr. Cnrkin's place on the finance and water and f iro committees. . . j Praises Administration - It hnfl been known for some time that Mr. Carkin would resiim. and the selection of Mr. Hill and his ac ceptance was acreed on a week 'aao. In his formal resignation Mr. Carkin in a written communication praised the administration of Mayor C. E. Gates and the present council, re viewing their arduous labors and va rious stcp pursued in connection with refinancing the citv and putting it on a sound financial basis. - I'm Surplus Water Funds , In unanimously votuie for the in vestment of $20,000 -, of the citv funds in Liberty bonds the council in structed the citv recorder and treas urer to make this investment as fol lows: $15,000 in Vlc;orv loan bonds, and $5,000 in bonds of one of the prior Liberty loans to be purchased in the' Open market at a price not higher than " the prevniline maTket price :.takine for. this purpose $10. 000 from the depreciation water fund and $10,000 from the accumulating surplus water; fund and ' investing $75,000' from each fund in the Vic tory loan.' ". - .' : .' Mr. Carkin's formal resignation ad dressed to' the mayor -and council reads as follows: '' .--.. "I hereby tender my resignation as councilman from the second ward to take effect immediaelv. In doing so I am not unmindful of the duty of each doing his part hr public ser vice bnt having served for over two years I have done so at a sacrifice to mv business and while it has been a pleasure to do mv bit I feel that I should now pass on the burden to other shoulders. : '.' Refund Bonds First Time "Meantime the old policy of re funding bonds instead of paving- them off has been thrown in the discard and $40,000 of them have been paid off in iwo years whereas in the 30 odd years of the city's existence heretofore not one cent had been paid off. This is not all. instead of as formerly, wondering where the money was coming from to pav off street improvement bonds $48,000 of these have been paid off and last but not least some $30,000 put in tlio water fund for sinking and depreciation as against hardly a thousand a veur in past times and this is being invested in government and other bonds -at 5 per cent. . "There remains the work of mak ing adjustments with those who are nnable to meet their obligations and helping them to save their properties and the turning of as manv of these as possible into assets for them and the city. .
