that Mr. Carkin would resiim. and
the selection of Mr. Hill and his ac
ceptance was acreed on a week 'aao.
In his formal resignation Mr. Carkin
in a written communication praised
the administration of Mayor C. E.
Gates and the present council, re
viewing their arduous labors and va
rious stcp pursued in connection
with refinancing the citv and putting
it on a sound financial basis.

Refund Bonds First Time
"Meantime the old policy of re
funding bonds instead of paving- them
off has been thrown in the discard
and $40,000 of them have been paid
off in iwo years whereas in the 30
odd years of the city's existence
heretofore not one cent had been paid
off. This is not all. instead of as
formerly, wondering where the money
was coming from to pav off street
improvement bonds $48,000 of these
have been paid off and last but not
least some $30,000 put in tlio water
fund for sinking and depreciation as
against hardly a thousand a veur in
past times and this is being invested
in government and other bonds -at
5 per cent. .
"There remains the work of mak
ing adjustments with those who are
nnable to meet their obligations and
helping them to save their properties
and the turning of as manv of these
as possible into assets for them and
the city. . '
"In conclusion let me sav that I
am very glad to have had a little part
in this work and that it has been o
real pleasure to have been asso
ciated with vou in the working out of
these problems.
