A budget appropriation bill carrying f 18,744,764 was passed by the Wash ington house of representatives today with two votes cast in the negative. The measure was passed by the sen ate yesterday. Hepresentatlve C. L. Eoth, Bel Ilngham, led a fight today against an item in- the bill appropriating extra money for higher educational institu tions. After debate the item was al lowed to stand. No debate was held in the house regarding a military ap propriation of $374,853.62, which was the subject of discussion in the senate yesterday. . Acting Governor Louis F. Hart to day signed twelve house and six sen ate bills. EM WASHINGTON, Feb. 28. Foreign exchange transactions between the United States and Russia have 'been prohibited by the federal reserve board and similar action has been taken by the authorities of -Great Bri tain and France.
