The council adopted this policy last night, the question being brought up by the application of S. S. Bullls and CM. Kidd for the con tinuation of free water for the Ap plegate Lumber company's now plant being erected at the Crater Lake Junction of the Southern Pacific and Pacific ft lOastorn railroads. ..
