People of Oregon are making every effort lo make Oregon the first state in the nation to go "over the top" with its alloted (jnota. Many of the counties have already exceeded their (tiota. In our own county some sections have filled requirements but Medford is far behind. The whole question is one of patriotism. Jf you are patriotic, you will dig up your last dollar to loan to Uncle Kam to support the army in France. If you are on the slacker order, you will seek to escape exposure by buying a $"!) or $100 bond when you -ought to purchase many such bonds. We have a good many in this class of near patriots. J here is no reason why you should put a committee to the trouble of looking yon up. It is up to you to present your own sunsiTiption without argument or solicitation You know the money is needed, you know what it is need ed for, and von know it is up to von to "come across" just as our soldiers have gone across, and do it at once. llie Jourtli liberty loan is the lighting loan the oth ers were loans for preparation. ' Your directors have done all that it was possible to do to conform with the wishes of the state engineer at the same time keeping our freedom. I'ntil .September 24 there has been no serious friction between us. Ills interference in this election , is en tirely, unwarranted and we believe the time has now come when the people of this district should be fully informed concerning the history of our relations with this state official. Soon after affirmative vote of Sep tember 15, 191", we were told that Mr. Lewis would like to be consulted before we appointed an engineer and that in order to save trouble for our district later it would be wise for us to meet this suggestion. Your board discussed this suggestion fully and determined it wanted the most competent and Independent engineer it could get and one with no political influences. On .March 14 your consulting engi neer wrote to Mr. Lewis that two of ficials of a neighboring irrigation district had refused to meet him to cojisult concerning matters of mutunl Interest nnd had said to the president and attorney of llie M. I. D. that Mr. Lewis would not O. K. anything which your consulting engineer rec ommended. Mr. Lewis, on April 9, characterized this as "so absurd that no reply seems necessary. My duties and responsibilities are prescribed by j law." On Juno 15 Mr. Lewis told your board of directors that he could give no help unless Mr. Ilammatt's ser vices were discontinued. On the same date your board appointed J. B. Piatt resident district engineer in order to meet Mr. Lewis' objection. ' On July 5 Mr. Lewis wrote "1 expect to reach Medford', Monday morning July 8, unless something un foreseen arises. As stated at the previous meeting the purpose of this trip is thoroughly Investigate condi tions in your valley ..." On July 8 your board, Mr. Lewis and two representatives of the Rogue Kiver Canal comrany met to discuss the possibilities of Fish lake water and a suggestion was made that Mr. Welch, owner of the Jt. R. V. C. Co come to Medford to take part In the conference It appeared that Mr. Welch could be In Medford on July 10. This suggestion was opposed by Mr. Lewis who announced that he must return to Salem that same evening. Why tills 8 dden change?. Did the state engineer believe when be wrote that letlor on July 5 that he could "thoroughly investigate con ditions" here in part of one day when he characterized those conditions as the "most complicated Irrigation sit uation in Oregon?" On July 10 Mr. Lewis wrote "Mr. Welch has made arrangements to meet me In Portland on Friday." On July 13 Mr. Lowis wrote "Had a very pleasant conference with Mr. Welch in Portland yesterday." On July 23 Mr. Lewis wrote "I am enclosing herewith copy of letter from Mr. R. F. IMoran. dated July 22, togelher with enclosures giving de tails of their offer to sell at $250, 000. As presented to your board yesterday." On July 22 Mr. Lewis held a con ference in Medford with officials or the R. R..V. C. Co.. and afterwards made an oral report to your board. No representative of tho district was at this conference. On July 13 Mr. Lewis wroto "It Is not wllhln my duties nor have Itilie lime to gather and digest tho facts. Perhaps I could suggest some outaldo man who could work with your local engineers at your expense. . . ." On July 22, Mr. J. W. Cunningham a Portland engineer recommended was engaged to check up our data. On July 27 Mr. Cunningham ar rived In Medford and spent his time as follows: Thrr-o days on Big Butte project with J. B.
