The German drive into Rus sia and the pence treaty signed by the Holsheviki have brought back to Vologda some of the iiiiportnnee which it had in the days of Peter the (ileal. When the American ntnbnssador, David H. Francis, selected YoIokiIu for the site of his embassy to Kus siu during the period when l'clmxnid was threatened by Gorman occupa tftin, the little city took on new life. Prices of foodstuffs soared and, us more and more Americans came to the city, rooms were at such a pre mium that some members of the em bassy stuff were forced to use for several weeks thei'.' train berths ns sleeping quarters. The only quarters which could be found by Consul Treadwell for the American consulate were rooms in a huge burn-like hotel known us the lleriuilage, which was full of (Icruiun prisoners and Itussian soldiers. The consulate's room was just. across the hall from the (lennnn pris oner's headquarters, but Homo of Ihese prisoners apparently did not know America was in the war. Some of them came into the consulate the first day it opened and asked if the Americans were still handling the matter of prisoners relief. The embassy was made welcome and a huge wooden structure formerly used as a merchants' club was turned over for ils use. Vologda, in the days of Peter the Cireal, was one of the most important ities in Itussiit. It is the head 01 navigation of the Vologda river, which empties, into the Arctic at Archangel, and for centuries the ships of the F.uropcun traders sent their cargoes into Russia bv this route. Peter the Great lived in Vologda for several years and built here the nucleus of the first Russian navy. Alter the building of Pelrograd, Vol ogda lost most of its importunce, though river steamers still ply be tween here and Archangel. Vologda is the junction of the Vladivostok-Pelrograd and tho Archangel-Moscow railwav lines and was selected as the embassy site because of its transportation conveniences. Turks Occupy Oilman. La Guardia, of N'ew York City, representative in the American congress, has told the Spanish people that they and their government are injuring themselves by friendliness toward Germany. lie pointed out in an interview given to the Mnrcclona La Publicidud, that while Spain was taking this attitude, her vessels carrying raw materials vi tally necessary to Spanish industries were being ruthlessly sunk by Ger man submarines. Publication of the interview has caused a stir throughout Spain. Rcp rescntntive .n Guardia has com pleted a trip through Spain to study the effect of the. many sided German propaganda floated there. He finds that about f0 per cent of the "think ing classes" in Spain are avowedly for the entente ngainst Germany, but tho great mass of the working classes, and the Spanish government thus far, have been swayed by the German press cnnipaign cspeciully by the anti-American feature of it, to BACK T I PIIIIIM ?ii ii i. disregard Spain's real interests. The government, he believes, would turn to a pro-entente attitude, at least, if American standpoints and ideals were better known. This however be thinks is impossi ble ns long as the Geriuanoihile por tion of the press continued to keep alive bitterness resulting from the Spanish-American war and the loss of Cuba and the Philippines, while it belittles or ignores the sinking of Spanish ships with the consequent loss of materials, intended to keep Spanish industry alive. "You understand," he told the Bnr cclona paper, "that unless Spanish factories receive the greater part of their raw materials from the United States they cannot continue to op erate. Then why, can anyone tell me. do German submarines lie in wait off the Spanish shores to sink Span ish ships carrying raw materials for Spanish factories lo work with? Are the Germans and Aiistrians at war with the Spanish working people that they seek lo deprive them of their means of livelihood? liecnuse surely it is no punishment to the United States when German submarines sink Spanisli ships bringing raw cutton for the mills of Catalonia.
