All these drives involve duplication of work and wash- of energy and time, both 011 the part of the man agement, the soileitors and the imblie. Aledford should follow the Ohio, and lollowed by many land, and raise a war client, loted quotas for the various uujieii. The Red Cross drive should be made the occasion of the drive forvthe war chest one drive to cover all funds sub script ions to which could be on a monthly payment basis. For this purpose, the mayor could appoint a permanent board, the clerical expense of which should be paid by a special fund contributed for the purpose. This board would I ... ..I . This plan will eliminate much unnecessary labor for solicitors and abate a nuisance to the public that of being constant ly pestered for donations. It would be up to the committee as to whether a cause deserved support and the amount of support merited. It places war-giving on a business basis, eliminating both waste and annoyance. Subscriptions art- made for the year, to be paid, in most instances, monthly. When the community quota is called for, the war chest committee, will investigate the demand and pay over the money. This is how Columbus did it: The rnavor appointed a committee of 1"0 men and women from all walks of life. They selected all executive committee of ten citizens, who organized the campaign. Seven thousand volunteer work ers were given districts to solicit. To avoid criticism, a separate fund was first raised bv thirty-five leading citi zens, who contributed $1,000 each to pay the cost of the campaign and the administration of the war chest through out the year " An extensive publicity campaign was inaugurated a week in advance. The mysterious sign " 1 to :il" appeared, all over the city. Just before solicitation started, it was stated that these fiirures wen; a suevest im I'm- ii i,,,r days pay a month to the thirty-one days you uive asked to give more six days' .income being' requested. Columbus served as a pioneer to show the way to han dlo the war funds, and Aledford should profit bv the ex ample. - ' RED TAPE AND TN" SKLKCTINd Senator Hitchcock as chairman of the A foreign relations committee, the Cnited States senate again proves that it is unable to sever the bonds of red tape bindmg its actions and govern itself by comnionseiise rules of efficiency. For many mouths the senate has been cen suring the administration for the red tape fettering its con f nil of the war largely enforced by laws passed bv the senate yet when an opportunity is offered to set an exam ple in cutting red tape, the senate blindly follows along the old rut of precedent and inefficiency. Hitchcock is made chairman by the senate rule of pri ority of service that is he is the oldest member of the ma jority parly serving on the commit lee. His record has not been such as to prove his capacity for the place the most important in the senate, lie was a (leriiian partisan and sympathizer, before America got into the war, favored the surrender of American rights at sea at (lerinan dictation and an embargo on munitions. Hitchcock is not now and never has bce-iran ardent supporter of the administration, lie opposed mauv of the most meritorious measures of the president during the hitters first term, including the tariff bill. His myopic vision led him to aid in delaying the ship building' bill nearly two years, lie has been a virulent and often unfair critic of war preparations and last winter declared it im possible for the government to land a half a million troops in France by spring a feat long since accomplished. Vet this man. out of harmony with his party and the president, is selected to guide the nation ni its foreign rela tions during the critical time that will follow the coming of peace and fix our foreign status for decades. And such men as Lodge, Williams, Horah and Knox were passed over to elevate the Nebraska politician. The senate, after loudly and vociieroitsly demanding the elimination of red tape and the co-ordination and re" construction of government departments. s"eut three months grilling the president for asking authority under the Overman bill, to make the changes demanded aiid then. 011 the final vote, voted almost unanimously for the meas ure -proving the insincerity and demagogy jts oratori cal clap-t rap SWEDEN 10 RESUME II STHi Kllnl.M. .Mav S.
