wash- of energy and time, both 011 the part of the man
agement, the soileitors and the imblie.

constant ly pestered for donations. It would be up to the
committee as to whether a cause deserved support and the
amount of support merited. It places war-giving on a
business basis, eliminating both waste and annoyance.
Subscriptions art- made for the year, to be paid, in most
instances, monthly. When the community quota is called
for, the war chest committee, will investigate the demand
and pay over the money.
This is how Columbus did it: The rnavor appointed a
committee of 1"0 men and women from all walks of life.
They selected all executive committee of ten citizens, who
organized the campaign. Seven thousand volunteer work
ers were given districts to solicit. To avoid criticism, a
separate fund was first raised bv thirty-five leading citi
