POEMiER WEKERLE MAY FORM AUSTRIAN CABINET AMS I KlillAM, May S Premier Wekorlo of Hungary having agreed to attempt tho formation of n new cabinet, as was announced recently, a roial rescript was published yester-' day in tho (Utl.ial Gazette of Hilda Post, roni'irmiug him In his post and in.-iruetiug him to make proposals Tor rc-composltlon of the cabinet and carrying thru the franchise reform project, if possible. If he should be unablo lo bring about an agreement which would ui.iko It possible to adopt electoral reform In accordance with the emper or's rescript ot last year, the premier is niithorl.'.ed to dissolve parliament and Issue writs for new electlom. even lliii it should lie desirable to avoid a general election during the war. The power lonferred on Premier Wekerlo to dissolve parliament and postpone the general elections until after the war, foreshadows a situa tion In Hungary similar to that in Austria. Last week Kmperor Charles aulhoria'd the Austrian premier to adjourn parlhi'iient. In Hungary ns well as Austria, there ha- loeil polit ical unreel recently. The Wekerle ministry re.dmicd last month. his majority was about 12.P0O votes Tim mayoralty contest absorbed practically all of the interest. The cm I n-scinent of any oftieer under the rade of lieutenant eoloiiel will be wctrthless. This new rule of the postoffice de partment will work ti hardship in .1 way on both the soldier-! and their well wishers at home who desire to send th'em things they want. The old rule wan that nothing: eouhl be sen) a soldier unless he bad made a specific request for it and that such request, must be endorsed by-u superior of ficer. Hence the requests that were O'kd by a lieutenant i.r captain were, honored, and packages forwarded. Hut the new rule, went into effect April 1.' I'ostmnster Minis has had consid erable trouble and embarrassment with relatives and friends of holdiej-s who desired to send them packages and insisted on such packages bcin; sent. Kach applicant would show a letter from the soldier asking that somethinir be Kent but which was without the endorsment of an officer, and arjrue that the fact that it bore (he marks of a censor showed that the request was endorsed. Several sueh paekayes have been returned from the American expeditionary postof fice in New York. A One paekajre was sent hack twice. Now tin- postoffice announces em phatically that no pii"knics can leaw; the postoffice unless it is accompa nied by the soldier's letter askinir that something he sent him and which is endorsed plainly bv the lieutenant colonel or colonel of his command. The protection measure was decided on by the city council at its meeting last night. The council decided to hnvo the reservoir vicinity well lighted at night nnd to have tho caretaker appointed a deputy sheriff with Instructions to shoot any suspicious character seen prowliiis within the prohibited areas Autos and other vehicles will not be permitted to drive to the reservoir, nor will sightseers be permitted there. The council has ordered the road to the reservoir fenced in. In line with war' protection the council also authorized Fire Chiof Lawton, who, as well as any fireman, is a deputy policeman, to go armed with a gun. In taking this step the council had In mind the experience of a Washington state city not long ago when miscreants set fire to a number of buildings in various parts of the city. To Kctwlr Streets. Among the many matters discussed last night was that of purchasing an asphalt street repairing outfit so that tlm city can itself make needed pav ing repairs. The last tax budget con tained an appropriation for this pur pose, and tho street committee was authorizod to take action. It deeply pains most of the couu eilmen to have the fines ill bootleg ging and Intoxication cases go to the county and state when the arrests tiro made liy local policemen. Such arrests at present nave to bo made under tlio state law, so the council docldcd to have a local ordinance drawn prohibiting any person from having intoxicating linuor In his pos session. With such an ordinance in force in all city cases the fines would go to the city trnamiry. When Mayor Gates called attention to tlio fact that there were a number of complaints about dogs destroying and damaging gardens, the matter of establishing n dog pound was dis cussed lint action was deferred for tho present. Then the council will hold n special meeting and pass It. It Is proposed that all tho cities and towns of Oregon pass such a measure, hence tho desire for a uniform ordinance. It was decided by the council to onforeo a resolution passed recently ordering tlio Southern Pacific and Kullls railroads to lit once put all tlteir grade crossings in good ren THK ICFI'-ICIICXT WOMAN.
