10 BE GUARDED
NIGHT AND DAY
F.-oni now on tho city reservoir
will ho guarded day and night us a
precautionary measure to- prevent
any possible attempt to interfere with
Modford's water supply or cripple Its
water system in line with similar at
tempts in various cities and towns
turnout the country. The protection
measure was decided on by the city
council at its meeting last night.
The council decided to hnvo the
reservoir vicinity well lighted at night
nnd to have tho caretaker appointed
a deputy sheriff with Instructions to
shoot any suspicious character seen
prowliiis within the prohibited areas
Autos and other vehicles will not be
permitted to drive to the reservoir,
nor will sightseers be permitted
there. The council has ordered the
road to the reservoir fenced in.
In line with war' protection the
council also authorized Fire Chiof
Lawton, who, as well as any fireman,
is a deputy policeman, to go armed
with a gun. In taking this step the
council had In mind the experience
of a Washington state city not long
ago when miscreants set fire to a
number of buildings in various parts
of the city.
To Kctwlr Streets.
Among the many matters discussed
last night was that of purchasing an
asphalt street repairing outfit so that
tlm city can itself make needed pav
ing repairs. The last tax budget con
tained an appropriation for this pur
pose, and tho street committee was
authorizod to take action.
It deeply pains most of the couu
eilmen to have the fines ill bootleg
ging and Intoxication cases go to the
county and state when the arrests
tiro made liy local policemen. Such
arrests at present nave to bo made
under tlio state law, so the council
docldcd to have a local ordinance
drawn prohibiting any person from
having intoxicating linuor In his pos
session. With such an ordinance in
force in all city cases the fines would
go to the city trnamiry.
When Mayor Gates called attention
to tlio fact that there were a number
of complaints about dogs destroying
and damaging gardens, the matter
of establishing n dog pound was dis
cussed lint action was deferred for
tho present.
Ilrone Ordinance.
Tho proposed ordlnnnee to compel
all ablehndied loafers to go to work,
which Is being drawn up by a govern
ment official in Portland is not yet
rendy, but is expected to arrive in the
city within a short timo. Then the
council will hold n special meeting
and pass It. It Is proposed that all
tho cities and towns of Oregon pass
such a measure, hence tho desire for
a uniform ordinance.
It was decided by the council to
