Four Hundred thousand dollar tax levy for a new penitentiary Purpose To authorize tlio Board of Control to construct a new State Penitentiary by contract or otherwise and to acquire a now site or grounds therefor in the county in which the penitentiary is now located, at a total cost not exceeding four hundred thousand dollars. To onable the Board of Control to carry out the provisions of this act, a state tax levy of one hundred thousand dollars each year for four years is authorized to be, made In addition to the taxes otherwise authorized by law. Vote Yes or No. 312 Yes. 313 No. It would be fine, of course, if we could provide niaernifi- cent new quarters for the the nuirdorem, burglars, yeggmen and degenerates so journing at the taxpayers' expense for the public, wel fare at the state prison,. but times are hard and the crooks should worry along in their old quarters until times im prove, like the rest of us have to. If the present quarters are unsatisfactory let thorn obey the law and keep out of prison. No poorer time than the present could exist for divert ing money and labor that is needed in preparing the nation for war to unnecessary prison improvements. The $100, 000 is needed elsewhere for the vital purpose of protecting the country in its struggle for national existence. The labor is needed in essential industries. With the hie-h cost of living, Hie high cost of war, SH'WW additional tor the high cost of prisons? It costs more to build now than at any time in recent years, ah inuidmg materials bkilled tabor demands almost prohibitive wages. The shortage of labor already is crippling the crop producer in Oregon and to divert still more labor from the job of feed ing the world to provide luxury for criminals is little less than a crime. What Frenchmen regard as proof that the German government lias planned to annex tho Baltic provinces of Russia was found in n flermiin official pamphlet marked "strictly confiden tial" und found in n house at Noyon after the German evacuation of that place. Until German government of ficials and German newspapers re cently have denied thai there was any such plan but the discovery of the pamphlet is held here as evidence to the contrary. The conclusions summed up in the pamphlet are: '"The culture of the Russian Rnl tic provinces is German and bus been so ever since the first German colony migrated there. The culture of the Lithuanians and Ksthonians is also German. The Bailie provinces arc the most German of all the Russian frontier territories. The Russian in fluence bus manifested itself there only as an clement nf destruction and decomposition. It has remained purely superficial and has been main tained only by the presence of Rus sian ol'icinls. Should these disap-IM-ai' the Russian influence wi'l go with them. "The country is almost entirely protestant and (lie Lithuanians and Ksthonians arc protcstants exactly like the Germans. "The three provinces are a single and uniipie field of civilization; they should form one unity. The three provinces form a geographic unity. Being our immediate neighbors we could maintain ourselves there much more easily than in any overseas colony. "The country is thinly populated and thus offers considerable oppor tunity for immigration. It is almost exactly as entensivd as Wurtemburg and Bavaria, together. lis excess of agricultural production is so consid erable that il would make up for the deficit in the German agricultural products. The late Governor-General Blsslng of IlelBium maintained until the day of his death his belief in the necessity of the com plete annexation of Belgium to Ger many. German advocates of moder ate peace have been asserting that Von Blsslng changed the- views he expressed in the memorandum be ad dressed to the emperor advocating annexation. This Is disproved by a letter written by Von Hissing on Jan uary 14 to the Helchatag deputy, Br. Stresemann. In this letter General Von Bissing declared that the war was lost If Bel gium at the end was not chained to Germany, to be ruled and exploited In Germany's interest. He chides those "superficial thinkers who wish to con tent themselves with guarantees of a paper nature or who consider the Meuse line an adequate frontier, a line which can never constitute the frontier which we need." Von Bissing goes on to fay that the frontier needed to protect Belgium against England and France must be advanced as far as concevable north ward and that the coast Is and must be part of that frontier. The governor-general declared that his entire policy had be governed by this Idea and that he had labored Becretly but steadily to build up "connections" to support this program, l ie added that If these secret connections were main tained be hoped the time would come when Germany would be compensated thru Belgium for her great sacrifices in the war. Gates Auto Company un loaded a carload of Oakland Sixes Thursday. There were seven autos in the car, which is the largest num ber of sixes ever received by the Gates Auto company, and probably the larg est number of sixes ever received in one car in Medford. Tho Oaklands were nearly all sold before arrival.
