Neutrals cannot expect that the United States is going to permit the nations aliied with her, who iiave been and are fighting the common battle, to starve that the neutrals may fattten. For America to supply the neutrals food the allies need, is sheer folly. War is war, a grim business at best, and we have gone into the struggle to preserve democracy and prevent the Prussianizing of the world, to save civilization from the savagery of the jugger. Keif preservation depends upon the defeat of Germany and to this end, all the resources and tower of the nation will be directed. We must uphold and strengthen the arms of our allies against the enemy and it is no part of our business to enrich tho food' specu lators of neutral nations. If Switzerland, Sweden, Holland, Norway and Spain want food, let them join the ranks of those who are com batting the unrestricted destruction of the world's supply of food. Let them fight democracy's battle and make common cause against the common enemy. If they refuse, let them look to the tender mercies of Germany, whom they befriend by neutrality, forbread and butter. E WASHINGTON', May .1 The I'ood situation was foremost ngiiin today in the senate debate on the espion age hill's provision to authorize the president to embargo exports. Immediate necessity of an embargo on tin plate fur cans needed in pre serving food products was urged. The ciulinrgo clause was opposed by some senators as unconstitutional and because they contended congress alone has the responsibility of order ing embargoes. Senator Shields said he had op posed embargoing food exports but now believed it necessary because "of present outrageous prices and the groat distress in the country." I'jton surest ion of Senator Lodge tile lull mis amended, limiting its scope. As nniended it would author ize the president to embargo export only when required by "public sal'elv' and not as originally provided when -eiiiircd also by "public welfare." The hitter provision, Senator Lodge objected, would give the president power to deal with purely domestic industry without relation to the war's prosecution. Another amendment, eliminates authority to discriminate hetween ports in the ordering of em bargoes, "1 tin not think this country is in any danger of starvation," said Scn alor Lodge, "but the situalion as to the allies is vastly different. The speaker de clared the section was in direct vio lation of the constitutional guarantee of free Fpeech and a free press. The speaker read from the first amendment to the constitution which declares that congress shall not abridge tho right of religious liberty, free speceli or a free pre.-.s, and des ignated it tho "most important part of the constitution." "1 believe the press censorship proposed here is in frank violation of the constitution," be said. "The fact that editors slander people, abuse them liko pickpockets and lie about them for doing their plain duty and in the last 10 days 1 received as much of that us anybody will not make me vote for what I do not believe is constitutional." It was agreed to debate the sec tion for four hours. A final vote on tho bill tonight appeared unlikely. Republican Leader Mann followed Mr. Clark with the announcement that he would vote to strike out the entire censorship section.
