The administration pluns in regard to ending an army to France have not been definitely worked out. They will be concluded after the confere'i:e now in progress with envoys of Eng land and France. In those ways can the United States best help our allies. That is why the administration favors selective conscription. The man who has not a factory job or is not contributing niaterilly to the total material re- servo of necessary things is wanted for the army if he is young mid strong enough. It will be a hard problem to work out to make the proper selections, but the matter Is being approached with serious pur pose and will bo wisely considered by congress. ' At the present time there is little prospect that hotbloods who would like adventure and who would like to carry the American flag to the trench es in France will be satisfied. Signal Corps Aviation school ut North island, across the bay from San Diego, has already trained' two classes of 10 junior military avia tors called J. M. A. among the fliers since Jan. 1. Before the end of 1917 several hun dred army officers, army enlisted men, national guardsmen and flying reserve corps men will have learned to navigate the air at this camp. Probably also navy fliers will be trained at North ;:.;uk:. plans being on foot to consolidate I he flying arms of tho army and navy, to familiar ize the men of each sc. vice with both land and water machines.
