been definitely worked out. They
will be concluded after the confere'i:e

In those ways can the United States
best help our allies. That is why
the administration favors selective
conscription. The man who has not
a factory job or is not contributing
niaterilly to the total material re-
servo of necessary things is wanted
for the army if he is young mid
strong enough. It will be a hard
problem to work out to make the
proper selections, but the matter Is
being approached with serious pur
pose and will bo wisely considered
by congress. '
At the present time there is little
prospect that hotbloods who would
like adventure and who would like to
carry the American flag to the trench
es in France will be satisfied. There
will be much training at home, much
preparation, but little-of the spec
tacular or the bloody.

ice on April 17 is reported in nn an

"A number of airplanes, aided liy
torpedo boats, approached Venieo on
April 11 in order lo effect a rcron

attack by Italian and French air
planes and the fire of our batteries
prevented the enemy machines from
flying over the city. In a series of
aerial duels one enemy plane was
shot down. Two Italian livdroair

Tho U. S. Signal Corps Aviation
school ut North island, across the bay
from San Diego, has already trained'
two classes of 10 junior military avia
tors called J. M. A. among the fliers
since Jan. 1.
Before the end of 1917 several hun
dred army officers, army enlisted
men, national guardsmen and flying
reserve corps men will have learned
to navigate the air at this camp.
Probably also navy fliers will be
trained at North ;:.;uk:. plans being
on foot to consolidate I he flying arms
of tho army and navy, to familiar
ize the men of each sc. vice with both
land and water machines.
Married and single men aro eligi
ble for the nviution corps. After
passing the army tests, which de
mand a body of nearly physical per
fection, determined by minute in
spection, tests of all vital organs,
blood pressure and ab;;:ty to under
go fatiguing exercise without heart
