Clymr, director of the Pacific di vision, that he considers this terri tory particularly advantageous for this work. The American Red Cross Is char tered by congress, the president of the United States is president of the society. Its reports are made to con gress and its accounts are audited by the war department. Its object is the bringing of help to all who need It both In times of peace and in war. In great calamities such as the San Francisco fire, the Ohio floods, the Titanic and Eastland disasters the Red Cross Is the channel through which help comes. In organizing the branch It will be necessary to appoint committees for civilian relief, mili tary relief, membership, publicity and finance.
