TT 1 authoritatively reported that ;il least one member - ol Hit new slate liigliwav (oiiiiiiissioii favors the con ,-f ruction of (lie forest road from .Mvrtle Greek via Tiller to Trail with funds aniu-oniiiited lv the stale under tin Heiiii-lSarrelt bill and by the government under the Shack- ellord bill, instead or constructing the (niter Lake high way. This road runs through a practically uninhabited coun try. .11 has been agitated for a number of years its a short cut lor the i acme ingiiwav. As such it would cut ol I from the I'iicil'ic highway the southern parr of Douglas county all of .Josephine county and all north of Med ford in Jack son county, llie thickly populated portion of (he country. The firs! permanent roads to le constructed should In those benefitting the resident population. While this cut off should he and probably will be eventually const ructed, the first cons! ruction work should be upon the established and autltorize.l Highways, llie construction ot the Tillei road would benefit only the through auto traffic and tin few property owners whose property it will enhance in val ue. .Most of the route lies through the forest, reserve. The Tiller road was first, projected by Forest Kiiper I,., ! , I IT ' ', . visor narinun 01 ine i.inp(iia loresr reserve, who owns property at, Tiller. Its principle advocate is County Judge Marsl.ers of Douglas Count v, also a large property, owner at Tiller, who spent cunside rabh county money last, year In constructing a portion of this road, lie ha enlisted I l.e smiiiort ol Ifoseburtr with the idea that the highway will provide a short cut. for tourists to Crater Lake and eliminate Medford as'lhe galewav on the Oregon theory that one town cannot grow unless by in juring anol her town, and li'oseliurg which has never spent ii cent or done, a thing to make Crater Lake accessible, would thereby reap the benefits of Medfords' years of en deavor and development. The const met ion ol t he Tiller road will not make Crafcr Lake wore accessible. The poor highway above Trail to to the lake will be just as bad. The year's money should be spent in improving the road from the park to Prospect and the1 next year's below Prospect. When llie Crater Lake highway is constructed, the building of the .Tiller road will follow naturally in file future. Last year (he federal government, eo-opcraling with the stale and county, made a complete survey and iocaled the route of the ( 'raler Lake highwav. Kslaiuates of cost have been finished and the project is readv for construc tion upon the letting of contracts. Under the road bonding act, this highway is given preference among the forest roads. The building of this highway is very dear to the hearts of the people of Jackson county. They .secured a state ap propriation of $'1 ')(),()()() in 1 )())' for ils construction, but the supreme court, invalidated it. v liublic subscrintion. $l2f),()()() was raised and spent in eliminating the worst fea tures of the grade, Governor West, co-operated by estab lishing an honor camp of convicts and a not her iVction was graded. Jackson county has spent, upwards of $100,01)0 on e liiiihwav and without this expenditure Crater Lake would st ill he inaccessible to automobiles. Now the statu is given opportunity to co-operate with the federal government, in constructing a magnificent highway and Jackson coiuity expects the state highway commission to definitely set. 'at rest rumors of double-crossing and, double-dealing a nd political frame-ups, by going on record for the immediate construction of this highway. IE definite, assurances for a souare deal are not, forth coming, there is no incentive for Jackson county's getting behind the proposed !M.UU0.(i(H) bond i ea or benel 1 t in." a state that refuses co-operation and imposes taxation without resulting benelit.
