Cap tain Alfred Frltzon, said to bo a Ger man naval officer, was arrested nt Hurt wood, near here last night by E. M. Blanfo'rd, special .agent of the department of justice, and is hold In the city jail on suspicion of felony. The authorities said he was wanted in connection with the alleged plot to destroy the Welland canal. Captain Frltaen talked more free ly after a few hours in jail, a place which caused him to express disgust. "It is absurd," he said, reforrlng to the charge against him. He said he was In New York at the time of the alleged attempt to execute the Wel land canal plot. Although he worked on Mr. Hart's ' ranch several months, Captain Frlt zen said ho had plenty of money "and I can get more at any time. I am not supplied, however by the German government. My people in Germany are wealthy. As to ball I can furnish $10,00 or $20,000 or any sum with in reason. I have powerful friends. "I will not fight extradition. I have no fear of a trial. I am willing to return to New York. It can be no worse than a city jail. NEW YORK, March 9. Alfred A. Frltzen, arrested at Hartwood, Cal., last night was Indicted by a federal grand Jury in this city April 17, 1916 in an alleged conspiracy hatched In the United States to blow up the Wel land canal. Indictments were returned at the same time against Captain Franz Von Papen, former military attache of the German embassy; Wolf Von Igel his secretary; Captain Hans Tauscher agent in America of the Krupps; Captain Boy-Ed, former German nav al attache, Franz Rlntelen, a German agent, and Constantino Vovan, alias Giovanni Gonzales. VILLA' CAPTURES EL PASO, Texas, March 9. Villa partisans here claim Francisco Villa has captured Durango City, the cap! tal ofthe state of Durango aud has started a march on Torreon. They say he has recruited his force to 3, 000, many of General Gabriel Ga vlra's de facto forces at Durango City having joined Villa, according to the Villa Junta here. This information was obtained In a letter from Tor reon, the Villa sympathizers say. Other reports say Americans are leaving Torreon for fear of another Villa attack. Miliary authorities here received information last week that Villa had gone to the state of Du rango. COPENHAGEN, March 9. The sit uation in regard to sending home the Americans who are here is un changed. Dr. Eastman, professor of surgery in the Indiana university school of medicine, together with with other American doctoxs, called on the British minister on behalf of Americans conected with the Bed Cross and many others. The minis ter said that at present no facilities were being granted for ships carry ing passengers to avoid calling at Kirkwall and he regretted therefore that he did not feel justified in tel egraphing the British authorities on the subject. He added that as soon as the situation changed he would communicate with Dr. Eastman. SAN SALVADOR, Mnreh 9. The decision recently mode by Central American court of justice upholding for the second time the claim of Sal vador in the Nicaragua canal treaty dispute, snys that the naval base which the I'nitcd States is to estab lish in the Gulf of Fonseca would constitute a menace. 'The court rules that this provision of the treaty between Xicnrufnin and the United States is in violation of Nicaragua's treaty obligations to Salvador and of the joint ownership of the j;tilf. George Mason, husband of one of the daughters, was resumed today before Justice Low in Hie Old Bailey, where the prisoners are charg ed with conspiring to murder Premier Lloyd George and Arthur Henderson, labor member of the war council. Mrs. Wheeldon continued her testi mony, ituplying to Judge Low, she admitted that she often had express ed the hope that the premier and Air. Henderson would soon be dead. At the moment of this expression, it represented her wishes, she testified. On being questioned whether the poison which she previously iestified hud been obtained to kill dogs would not have been just as available to get rid of Premier Lloyd George and Mr. Henderson, the witness said: "I did not desire it to lie carried out. I never wished to take anybody's life or to have, anybody's blood on my conscience. That is why 1 ohected to tile army taking conscientious objec tors." A fine wire was found strung be .neath the pipe leading to the whistle .on the smokestack of the Appam and extending nbove it as do the regular antennae of wireless. The wire led to the interior of the vessel, where dynamoes were kept running to make the current for lighting the ship. Investigation, it is said, led to the discovery that the wire finally ran to the room occupied by Lieutenant Huns Berg, where the messages were recorded by flashes from an -electric light bulb. The dynamo in the boiler room hud been used to take the place of that in the wireless room, which was put out of commission when the United Stales court took charge. It will, if enforced, prevent a "littlo group of wilful men whom Presi dent Wilson held responsible for blocking the assage of the armed neutrality bill, from staving off a vote upon a bill before the senate. The new rule was adopted by the senate last night by u vote of 7(1 to 3. Under it two-thirds of (he sena tors'present and voting can in the fu ture limit dchale aud say when a vote shall be taken on a pending measure. Senators Ln Folletle, Gronna and Sherman voted ngainst the rule. In the ten-minute session of the senate today Senator McLean, re publican of Connecticut, introduced a resolution prepared last night, re questing the president to call con gress in special session March 20 to enact measures of vitul importance lo the nation. It was not discussed and the senate adjourned until Mon day. There seems no likelihood that it will be passed. . E LONDON, March 9. A dispatch from Merlin says that the Americans and other neutrals who were on board the captured Mritish steamer Yarrow dale left Germany Wednesday. The Spanish, American and Brazil ian Yarrowdale prisoners were scat from the prisoner's camp at Branden burg to Switzerland by way of Linden on Wednesday afternoon. Members of other neutral crews were sent home through various frontier towns. MF.IiNE, Switzrelnnd, March !. Judge Ronald's superior court room when the trial of Thomas II. Tracy, charged with tho murder of Deputy Sheriff Jefferson Beard, was resumed today. Tracy was tho first of 73 men of the expedition accused of murder to be placed on trial. Prosecuting Attorney Lloyd Black of Snohomish county will make tho opening statement for the lion, outlining the slate's case against Tracy.
