In introducing tho naval estimates In the house or commons today, 'Sir Kdward Curson, first lord of the admiralty, said the vote for 4 00,000 men which the gov ernment was asking demonstrated tho strength of the navy. He ex pressed the opinion that the country was extremely fortunate in having Admiral JelllcOe at the head of. the admiralty. Admiral Dealt', continued Sir Ed ward, was now commanding the greatest fleet which ever sailed the sea and had the complete, confidence of the officers and men. A fifth sea lord had been appointed to deal with tho air service, he announced, while tho transport department of the navy, except insofar as it was con cerned with the transport of troops, hud been transferred to the shipping controller. t Sir Edward said he believed the problem of. the submarine menace could be solved, but only if the nation acted In conjunction wilh the navy. Commenting on the figures showing the loss of shipping from submarine attacks in the first eighteen days of February, Sir Edward said: "Our losses are bad enough, but they are not equal to tho blatant, ex travagant bravado of the German tic count of them." In announcing that he had receiv ed reports of forty encounters with submarines within the first elghtten days of Febrjiary, Sir Edward said: "The fact that we got to grips with rorty or them within eighteen days, was an enormous accomplishment."
