When to tliis is added discrimination, as suffered by Jackson county, the load lieeoines a grievous one. Provided, that when any forest reserve is sit uated in more than one state or territory or count-, the reserves earned nothing, the latter would appropriate Serve shall be proportional to its area therein." The distribution in Oregon, instead of being in the counties in which the reserves were located that earned the liionev, has been made bv a law of the 1907 legislature which provided a distribution according to the ''propor tion to the total of said sums its to the area of forest r( serves in said county bear to the total area of forest P( serves m the state. thus it Jackson colintv reserves earned a large sum and some county having larger area of reserves that earned nothing, the latter would appropriate the earnings of Jackson county reserves. How this liifs worked out to tlic injure ot .Jackson county is shown by the following lable of overpayments and underpayments to each county for the years .1910 to 1913, inclusive, of the 20 per cent share of the receipts from the national forests within the state. Also the amount due each county in the state for the year 1916, according to the federal act of 1908.
