National forests work a hardship upon tlic county, as
they withdraw land from entry and taxation. When to
tliis is added discrimination, as suffered by Jackson
county, the load lieeoines a grievous one.
On the l:!lh day of .March, 1908, it was enacted by con
gress "that hereafter twenty-five per centum of all money
received Ironi cadi lorest reserve during anv tiscat vear.
includintr the vear ending June !0, 1!))N, shall he paid at
the end thereof by the secretary of the treasury to the
.state or tcrritorv in which such reserve is situated, to be
expended as the state of territorial legislature may pre
scribe, ior the beiielit of the public schools and public
roads of the county or counties in which the forest reserve
is situated. Provided, that when any forest reserve is sit
uated in more than one state or territory or count-, the
reserves earned nothing, the latter would appropriate
Serve shall be proportional to its area therein."
The distribution in Oregon, instead of being in the
counties in which the reserves were located that earned
the liionev, has been made bv a law of the 1907 legislature
which provided a distribution according to the ''propor
tion to the total of said sums its to the area of forest r(
serves in said county bear to the total area of forest P(
serves m the state. thus it Jackson colintv reserves
earned a large sum and some county having larger area of
reserves that earned nothing, the latter would appropriate
the earnings of Jackson county reserves.
How this liifs worked out to tlic injure ot .Jackson
county is shown by the following lable of overpayments
and underpayments to each county for the years .1910 to
1913, inclusive, of the 20 per cent share of the receipts from
the national forests within the state. Also the amount due
each county in the state for the year 1916, according to the
federal act of 1908. The Years 1908 and 1909 are not fig
ured in, as the figures for those years were not available at
the present tune:

QUICK RELIEF FROM
CONSTIPATION
Get Dr. Edwards' Olive Tablets
That is Ihe joyful cry of thousands
since Dr. Edwards produced Olive Tab

Dr. Edwards, a practicing physician
for 17 years and calomel's old-time cn

Tablets while treating patients for
chronic constipation and torpid livers.
Dr. Edwards' Olive Tablets do not
contain calomel, but a healing, sooth

N'o griping is the "keynote" of these
little sugar-coated, olive-colored tablets.
Tbcv cause the bowels and liver to act
normally. They never force them to
unnatural action.
