" For a long time jT was deadlocked In the conference committee; then President Wilson took a hand and now the conference committee is busy again and congress will soon have a chance to pass final approval on the committee's report. This commission's report was recently published. Tho two principal recommenda tions made by this commission pro vided : 1. The change of the Intermediate sentence law by removing the mini mum and double minimum provis ions.
