a live Issue again. " For a long time
jT was deadlocked In the conference
committee; then President Wilson
took a hand and now the conference
committee is busy again and congress
will soon have a chance to pass final
approval on the committee's report.
Gilford l'inchot Is bitterly opposing,
but frankly fears defeat. The pow
er grabbers, ho. sayse, are strong and
confident.
A peculiar misunderstanding has
arisen as to President Wilson's at
titude toward Hie bill. After con
ferences Willi the president, Depre
seutalives Kent, Ferris and ltainey
gave out interviews announcing that
the president was opposed to the
Shields bill. Then there were con
ferences between the president and
Senators llankliead and Shields and
both these gentlemen gave out in
terviews saying that the president
was favorable lo the Shields bill as
it 'stands- Senator .Myers lias an
nounced also, on the floor of the
senate, that the president approves
1 the Myers bill; which Is one of the
power grabs.
Correspondents Puzzled,
The correspondents wore some-
r what puzzled and were more so when
neKiueiiL u ..sun i-aiieu in lue usii-
ington Times man and "bawled him
out." lie charged the Times man,
Willi misrepresenting the facts and
told him he ought to stop "throwing
a. monkey wrench Into the machin
ery.'' Somebody is indulging in a trifling
degreo of conversation. Kent
doubts the candor of Uankhead and
Shields. The Times correspondent
doiilits the candor pf the president,
I and nobody appears to be entirely
Shields. The power Interests are
1 certainly cheering up. The proba-
billty is that the president has soivo
solution in the back of his head
which he thinks will satisfy every
body, but which he is not ready just
yet to expose to "pitiless publicity."
In the meantime, the burglarious In
terests have out their jimmies, dy
namite and dark lantern, and if the
public domain is not looted it will
ue because somebody calls a police
man. Pence. Xot Full.
Sir .Gilbert Parker who has ju.it
arrived from London confirms the
prediction that peace is scheduled to
come next fall. He says that the
collapse of the German strength will
follow economic exhaustion. He con
firms the story that Germany is run
ning short of fats and other essen
tials to the manufacture of shells,
and also food. Whether or not the
western lines are broken tho central
powers will be through fighting by
autumn and the peace confab will be
on.

had testified a full grown conspiracy
was launched to send Harllee to Por

Gen. Mclver who sought to tarnish
his military record by charges based
on certain alleged remarks In the

retary Daniels will see that Harllee
is not railroaded, even by the army

til instructions are received from
their governments,
In the offices of liritish and
French lines it was said that there
would be no interruption in the sailing-
from American ports of ships
carrying the flags of the entente al
lies. To meet just, such an emerg
ency as this the British government
has assembled, it was said, a large
fleet of small fast cruisers to be used
as "submarine chasers. These ves
sels, said to number 4000, will .be
available to keep the sea lanes clear
of raiders and submarines and act as
convoys.
Shipping- men pointed out that tho
most obvious effect of the fiermnn
declaration would be the reduction in
the tonnage which the freight ships
of lite Kuropeau neulrnl lines could
cany on account of the increased
-pace which would have lo bo sacri-

ever desirable for it to aid the presi

"We awakened this morning,"
said Senator MeCumber, "to meet
