The county lives within its income and pays some of its debt. .Modern business methods govern the various departments and system has replaced slipshod methods. Karl lVhl spoke liriefly asainst the adoption ol the Hanson measure. Fred Mears, the first speaker, characterized the condition of the city of Mediord as exceedingly ser ious, a condition that requires the services of an expert to remedy. The expert provided was Colonel Hanson of Seattle. Haulm's QiLilifitatioits, ConcerninK Mr. Hanson's qualifi cations Mr. Mears cited t s work In writing the municipal laws of Wash ington, all municipal Law in that state having been made into a com pact, workable piece of legislation from 2S separate laws. The Hanson plan Mr. Mears char acterised as the poor man's plan afi it reduces taxes to a minimum. The Medynskl plan, if passed, would be fatal to the welfare of the city of Medford, according to Porter J. Xeff, the second fpeaker. It was spoken of as a calamity and catas trophe to the city's property holders. The policy proposed in the Medyn.ski plan of getting out of debt by increas ing the debt, Mr. Netf described as purest folly. l-'ehl Heads Speech. Karl Fehl who was allowed fifteen minutes to give the Medynskl side of the argument, used only a portion of that time to state that there is not sufficient money In the city and its banks to pay for the paving under the Hanson plan and asked the hanks if they would loan money on first mortgages on vacant lots for the pav ing before them. Speaking of the men who have agreed to pay up their paving assessments In event tho Pan-1 son pUn Is passed Mr. Fehl stated. "If you know of -lOfl who will pay under the Hanson plan, I know 400 who won't and I'M promise tho city will h! no bcUtT off than she is now." Attorney flits Newbury opened his address with a p'ea to lay aside per sonal selfishness in the. consideration of the two plans and to view them en tirely from the business aspect, The Hanson plan, he stated, is the first business-like plan for the solution of the paving problem ever presented to the city, offering an easy and just way out of our difficulties. Newbury on Taxation, Mr. Newbury emphasized the point that in event the valuation is raised from $ l.ooi). 000 to $S.UUO,OuO as the Medynskf forces propose, the people of this city in the next 20 years will be forced to pay in county and slate taxes more than $Pn,000 in excess of their just taxation. The Medynski plan makes no pro vision Tor the payment of the $-15.-000 worth of bonds due in Match, continued Mr. Newbury and if pro vision is not made, it will mean the placing of the city in the hands of n receiver. K. K. Kelly, the next speaker, de clared that the Medynskl plan, inas much as H is practically confiscatory, is unconstitutional and in event it is passed. Kniinelt Ileeson, a native son of Jackson county, and son of a disting uished pioneer of the Itogue Hiver valley, antl one of the best known men in southern Oregon, killed hlinseir with his own hand at his home on Wanner creek near Tal ent, .Monday afternoon about 2 o'clock. Death was caused by a shot from a rifle, lie was a sufferer from cancer, and last summer underwent an operation ill a Portland hospital. Recently tho dread ailment took a turn for the worse. Kviilenco indicates that Mr. Ileeson planned tjie last act with care, lie stepped into the woodshed, and fired the fatal shot. Then the family re called that the weapon had not been in its place for several days. With the sound of the shot a son rushed to his side: "It's all over," were his words. His business affairs were all ar ranged. A calm bravery character-j ized the last preparations. -. i Mr. ileeson lived all hi life in the rtoKue Hiver valley, and w-as well to do, lie was about 50 years of ae, with a wide circlo of friends. The funeral arrangements will be an nounced later. B HARD FOR LIFE DENVKR, Colo., Jan. 9. Colonel W. F. Cody (Buffalo Dill) improved today, showing remarkable recupera tive powers, thouuh his heart action was very weak, his physician said. "I do not see how the colonel can i live,' his physician declared. "Last night I expected him to so at almost any moment, lie fought with death as though he vere fighting a man.
