Tf the Medynski plan carries. It will probably bo Impossible to sell tho 130,000 rofundinK bonds, adver tised by the city, to take up the re funding bonds due April 1, 1917. The bonding houses have all refused to bid upon these bonds, pending the outcome of the election Tuesday. These refusals are on file at tho city recorder's office in response to re quests for bids, A sample reply Is that from the Merchants Trust and Savings Bank of St. Paul, Minn., which read's as follows, dated St. Paul, January 1. City Recorder, Medford, Ore. 'Dear Sir: "It may be of interest to you to know that we are not going to bid on your bonds for the reason that you expect to vote on January 9, on tho issuance of from $700,000 to $930, 000 special assessment refunding bonds. "With an assessed valuation of a little over $4,000,000 your city ha'J accumulated an Indebtedness of over $1,200,000, the larger portion oi' which you intend to Incur by re funding witli bonds. Secre tary Daniels appealed today lo Chair man Tillman of the senate naval eom miticc to defeat the compromise leg islation to give claimants leases on the' navy petroleum fuel reserve in California and Wvoming. lie also sent a statement of the navy's objec tions to Senator I'ittman, chairman of a sub-commitlce which framed Ihe compromise. The department of .jus tice holds many of the claims are fraudulent and Urn navy maintains the safety of the nation will he im periled by the loss of fuel. Three masked highwaymen toi.ay held up an express messenger at Tarantum near hero and robbed him of $10, 0110, the payroll of the Klaccus Glass company. The money nad heen sent from here by rail and upon Its re ceipt at Tarantum was transferred to an automobile though still in charge of the messenger. As the machine was passing through the residence part of the village it was sideswiped by a large touring car and stopped. A man with a handkerchief over his face sprang on the running board and pointing a revolver at the ex press messenger ordered him to hand out the money. He' then demanded the. magneto key of the automobile and with his revolver still covering tho messenger and chauffeur hacked to his own machine In which were two other men. As I have heretofore said, I have the highest personal regard for .Mr. Medynski and he lievo thoroughly in his honesty and good intentions in again putting this matter before the piiblie. How ever, T think ol' it just lis 1 did when it was plaeed upon the hallot before. I regard it as the most dan gerous piece of municipal legislation upon which we have ever been required to vote. If a man is in fin ancial distress, two courses are open to him one is to get tlie time for the payment of his debts extended and the other is, bankruptcy. This is the present sit uation of the city. We have been and are paying our assessments from time to time. In our judgment, for the good peo ple of Medford to adopt the Medynski plan spells disaster In every respect. We cannot expect capitalists to In vest their money In a debt-ridden city. The city will be so incumbered with nil of Its various obligations that it will be unablo to hold out any Inducement to nay factory, cannery, saw mill or other enterprise.
