While finding fault he does not explain how he would have handled the situation had he been president. Three methods were open to President Wilson, after his personal efforts to secure a settlement had failed the method followed by President Cleveland of permitting the strike to occur, with its widespread industrial disaster, then using the United .States troops to guard trains oper ated by strikebreakers and so defeat the employes; the method employed by President Roosevelt in the anthracite coal strike, of waiting until calamity threatened tho na tion, then calling the operators and strikers together and forcing settlement by threat of government oeration of coal mines under federal receiver, or the method followed by President Wilson of appealing to congress for legisla tion remedying the grievances. When Mr. Hughes was governor of New York; he vetoed the bills for two-cent passenger fares, full train crews and an income tax. As supreme court justice he con curred in the Dan bury hatters decision. In the light of this record, what would Mr. Hughes as president have done to settle the strike1? He will not say, but the probabilities are that he would have followed the methods of Grover Cleveland although the world has progressed since then. ' How much more would it have cost the country if Hughes had been president instead of Wilson? How much more would it have cost the orchardists of the llogue River valley? ' 1 SIS VALLEY Mrs. C. II.
