The battle for both amendments in the end resolve I hcmselvcs into state fiL'lits. Such beiii'r tlie case it is hard to understand the objections to their passage by congress especially the suffrage aiiK-ndinent. Iviu if actuallv rati- fied bv three fourths if the states, a remote contingency. the states would retain fidl power to imjMise any qualifica tions on voters, except the sex oualificnf ion. The south could impose its local restrictions upon the colored vote. In the evolution of democracy, sooner or later, women will be universal! v admitted to sum-age, but this a matter of evolution, not revolution. The majority of humanity i: reacfionarv and a Ion" and arduous campaign is ahead be fore suffrage will lie considered a vital issue by the major- it v of the electorate. A national constitutional amendment might speed up the program, but it would still be necessary to win over three fourths of the states. It would still b( where it is now, a .state f'igjit. MEASURES UP TO THE SITUATION AT a time when the world is convulsed by the most ter rible war in history, when international issues of grave import are at stake, when social and economic problems vitally affecting the welfare of the people- are pending it is refreshing to find that the judicial mind of Jude Hughes, republican candidate for president, rises above such petty affairs and finds as a campaign issue of much greater national portent, the replacement of a few republi can office holders by democratic office seekers. Coming at such a crisis in national affairs, it is cheerful to know that t he candidate measures up so full v to the opportunitv offcred. Does -Mr. Hughes favor intervention in Mexico? "Would he have recognized lliierta.' Does he favor Taf't's policy of non-intervention or Roosevelt's policy of armed invas ion '. Would he have declared war on (Jermany on account of Belgium or later on account of the Lusitania? Does he favor an embargo on mimil ions Does he endorse the rcc oniiiiendat ions of the federal industrial relations commis sion I'm- remedial legislation to benefit humanity? Does he favor the Clayton anti-trust law and the seamen's bill ? Does he still oppose taxing incomes, as he did when gov ernor? Does he favor inheritance, and munition taxes? Would he have vetoed the federal reserve act.' Does he endorse the rural credits bill? Trivial subjects like these Mr. Hughes passes over lighlly or ignores. They are not worthy his judicial atten tion. Hut tin; fact that a clerk in the customs house was given another job at less pay is a most momentous issue we have Ihe judicial word for il and surely ought to elect Mr. I lushes as president of the I'liilcd States. If two clerks wcj-e removed .Y r. Hughes is entitled to wo terms.
