The Ferrih bill, na amended nnd reported to the senate, however, is an entirely different measure. It encourages monopoly by permitting a corporation to take as many water power sites as it plonnes and throws them nil open. It takes" the .supervision and care of the water power in tho national forests out of ihe competent hands of the forest service and gives it to the interior department, en tailing duplication and needless expense. Secretary JIouslou has- recent lv issued a sunnnarv of his report on electric power development in the United States. It shows that 72 iter cent of the develoned water power is found in the mountain and Pacific states. I'Yirty two per cent is found in the three states of Washington, Oregon and California. Of the 1,800,000 water horsepower in the western states, ")( per cent either occupies or is directly dependent upon the use of the public lands of the Tinted States as such occupancy and use is authorized under existing law. There are at present under construction on national for ests plants with estimated capacity of 12:$,0()0 horsepower. Kinal permits already issued authorize the development of 120,000 hopsepowop more, and permits are. pending for .'lf)'l,000 horsepower additional. lOighty-l'ivo corporations control 08 percent of the total Diiblie service oower in the United States. Thirtv-fivo corporations control half, sixteen control one-third and ten control one-fourth. Interlockimr directorates and prospective mergers will consolidate these corporations into giant monopolies. Power development in the coast states is already in the hands of less than a dozen corpor atioiiB. The Houston report shows that the most rapid develop ment of power is in the national forests, where monop oly is impossible, while in the balance of the country IliO public service corporations own and are holding undevel oped and out of use an amount of water power equal to Tour-fifths !' all ihore is developed and in use in the United Stales. The aim of the Shields bill and Ihe amended Ferris bill is not .the development of the power, but Ihe securing of it by jirivate monopoly to capitalise and hold fop future ex ploitation of the people. A vicious assault against the jjoliey of conservation for the public benefit is on at Wash ington, with the object of depriving tho people of their heritage. One of the great I roubles with our economic conditions today and one of the chief sources of poverty is that we have turned over our natural resources to private monop oly for exploitation and are paying for it in increased tolls on unearned increment. The nation, as well as the indi vidual, is at the mercy of special privilege, and if the power trust succeeds in grabbing the remaining remnants of the people's heritage, this and future generations must pay the constantly increasing tolls for our folly. There is no call, under plea of needed development, for throwing down the bars to privilege. There is in the three const states a considerable over-development of power at the present time. Iwisting concerns have not begun to develop their surplus power resources fin- la-k of market. There is no reason why congress should throw down the consorvat ion Imips. President Koosevelt ami Provident Tnft vetoed hills giving away public water jvowers without due compensa tion. President Wilson, it is to he hoped, will do the same, for conservation is in no sense a partisan issue, but means Ihe protection of all the people from exploitation bv the few.
