upon the use of the public lands of the Tinted States as
such occupancy and use is authorized under existing law.
There are at present under construction on national for
ests plants with estimated capacity of 12:$,0()0 horsepower.
Kinal permits already issued authorize the development of
120,000 hopsepowop more, and permits are. pending for
.'lf)'l,000 horsepower additional.

The aim of the Shields bill and Ihe amended Ferris bill
is not .the development of the power, but Ihe securing of it
by jirivate monopoly to capitalise and hold fop future ex
ploitation of the people. A vicious assault against the
jjoliey of conservation for the public benefit is on at Wash
ington, with the object of depriving tho people of their
heritage.
One of the great I roubles with our economic conditions
today and one of the chief sources of poverty is that we
have turned over our natural resources to private monop
oly for exploitation and are paying for it in increased tolls
on unearned increment. The nation, as well as the indi
vidual, is at the mercy of special privilege, and if the
power trust succeeds in grabbing the remaining remnants
of the people's heritage, this and future generations must
pay the constantly increasing tolls for our folly.
There is no call, under plea of needed development, for
throwing down the bars to privilege. There is in the three
const states a considerable over-development of power at
the present time. Iwisting concerns have not begun to
develop their surplus power resources fin- la-k of market.
There is no reason why congress should throw down the
consorvat ion Imips.

for conservation is in no sense a partisan issue, but means
