Clol Quail Season Quail can bo killed only in Klara ntli county, wjiero an open season from October 1 to October 10 ha been granted. The season on Chinese pheasants' remains from October 1 to October 33, as at present in nil the counties of western Oregon with the exception of Jackson county, where tiio season is to bo from October 1 to October 30, and Josephine, Coos and Curry counties, where there is to be no open pennou at all. The oicii season on ducks, geese and other aquatic birds in Wasco, SIu.-ltim.li, Gilliam, Morrow, Umatilla and WJieeler counties will be from September 15 to April 3, itMcnd of from September 35 to February lo, iir at prchcnt. In Harney, Malheur nnd Lake counties the senson on theso birds will be from September 1 to December 1 and from March 1 to April 35. The first judicial district, now comprising .Jackson and Josephine counties, is divided and reduced to Jackson county. Tlio BPcond judicial district, now comprising Benton, Coos, Curry, Douglas, Lane and Lincoln, with" throb judges, located at Marshfiold, Roseburg and Wugone, is reduced to Douglas county. The thirteenth district, comprising Klamath and Lake, is reduced to Klamath county. The fourteenth district, comprising Lake county, is cre ated and a new judge appointed. The fifteenth district is created, comprising Lane, Lin coln and Benton counties, with two judges, one to be ap pointed. The sixteenth district, Coos county, is created. The seventeenth district is created with dosophinc and Curry counties, with a new judge to bo appointed. A seventh department for the fourtlrdistrict, compris ing Multnomah county, is created with a 'new judge to be appointed. The emergency clause is attached to all of these crea tions .that impose additional burdens upon the taxpayot', not because any emergency exists, but in order to rob the people of their right to referend the measures. By this action alone the legislature 'confesses that its action is against public interest. None of the present circuit judges arc overworked. The population of Lake county is 4Gf8. The popula tion of Klamath county is 8354. The population of Joseph ine is 9567 and of Curry 2044. A judicial district for, a population of 4658 Is the limit. There is as much need or excuse for the creation of a judicial district at Ashland as for many of those created by the legislature. Regarding the need of a new judge for Multnomah county, Judge Henry McGinn, now on the Multnomah bench, criticises both courts and jurymen for the small amount of work thev do, and savs: No more circuit Judges nre needed here. EXPENSIVE PARASITES TIIE legislature, at tho behest of the retail merchants of the state, has passed a law to protect the merchants from their own folly in resorting to trading stamps, a par asitical institution that costs the merchants three per cent ot their gross sales and confers in return no benefit. The law imposes a 5 per cent tax upon tho gross re ceipts of trading stamp concerns and all institutions that give tickets or coupons good for premiums. This makes the cost prohibitive. The trading stamp, the travel scrip, the piano contest, the coupon and other parasites upon business tend to in crease the cost of living. A merchant cannot give awav three per cent of his sales and sell at a close margin. Either he loses himself, or, as is usually the case, the customer, who thinks he is getting something for nothing, pavs the increased cost. The three per cent the merchant dies up is usually added to the cost to the purchaser, who gets a small portion of it back in a premium, while most of it goes outside tho state td swell tlic coffers of the tradincr stamn eonmanv. 1 One per cent of the gross sales invested in intelligent iivw&jjuiAT iiuvurusiug wm oniur me mercnant greater re turns, besides helping to sustain local payrolls, than the three per cent invested in trading stomps that maintains foreign payrolls. The theory of the tradincr stamn is that it mvos fbn mnr- chant an advantage over his local competitor. But when the competitor also offers the same inducement there is no advantage both are out tho throe per cent or else tho pur chasing public is out. All are supporting an expensive, usemss parasite.
